The "damage limitation" that the United States envisioned against the Soviet Union at the beginning of the Cold War between the United States and the Soviet Union is resurfacing today. This is because nuclear nations emphasize the attitude of controlling the power of nuclear weapons to prove that they are practical means of use. The U.S. officially mentioned damage limits in the 2018 Nuclear Posture Review (NPR). In the event of a failure to deterrence, the United States will minimize the damage it will inflict as much as possible in view of the actual nuclear war situation. Meanwhile, North Korea's nuclear capabilities continue to sophisticate. Domestic and foreign experts assessed that North Korea's possession of nuclear warheads is constantly increasing, and that there is a great possibility of combining nuclear warheads with short-range missiles. Under these circumstances, South Korea needs to make efforts to reduce the damage it will receive from a nuclear attack by North Korea after the failure of deterrence. However, since damage limitation is a measure that assumes war, the problem of impeding crisis stability must be considered at the same time. Therefore, this article examines the possibility of limiting damage based on South Korea's conventional forces under the growing threat of nuclear war, and at the same time discusses the vulnerabilities it will cause. This emphasizes the need for a balanced "damage limitation strategy" for South Korea.

과거 미,소 냉전 초기 미국이 소련을 상대로 구상했던 '피해제한(damage limitation)' 전략이 오늘날 다시 주목받고 있다. 핵을 가진 국가들이 핵무기의 위력을 조절하여 그것이 실제 사용 가능한 수단임을 증명하려는 태세를 강화하고 있기 때문이다. 특히, 미국은 2018 NPR(Nuclear Posture Review)에서 피해제한을 공식적으로 언급 하며 구체적인 정책들을 추진하고 있다. 미국은 억제 실패 시 실제 핵전쟁 상황을 고려하여 자국이 입을 피해를 최대한 줄여가겠다는 의지를 표명하고 있는 것이다. 한편 북한의 핵 능력은 계속 고도화하고 있다. 국내외 전문가들은 북한의 핵탄두 보유 수량은 지 속증가하고 있고, 중단거리 미사일에 핵탄두를 결합 가능성이 크다고 평가했다. 이러한 상황에서 한 국도 억제 실패 후 북한의 핵 공격(nuclear attack)으로부터 받을 피해를 줄이기 위한 노력이 필 요한 시점이다. 다만 피해제한은 전쟁을 상정한 조치라는 점에서 그것이 초래하는 위기 안정성 (crisis stability) 저해 문제를 동시에 고려해야 한다. 따라서 본 글은 증가하는 핵전쟁 위협하에 서 한국의 재래식 전력을 기반으로 한 피해제한 가능성을 검토하고, 동시에 그것이 초래할 취약성을 함께 논의하고자 한다. 이를 통해 한국의 균형 잡힌 ‘피해제한 전략’이 필요하다는 점을 강조한다.
