In a risk society, self-governing police should make decisions according to the system, not according to individual opinions. Decisions should be made based on objective information and data. Safety can be secured through awareness of the risks in modern society and through the act of identifying and monitoring them. In order to secure safety, autonomous police will have to reorganize their organizations and seek changes.

위험사회에서 자치경찰은 개인의 의견에 따라 결정하는 것이 아니라 시스템에 따라 결정해야 한다. 의사결정을 객관적인 정보와 데이터에 근거하여 행해야 한다는 것이다. 현대사회의 위험에 대한 인식과 이를 파악하고 감시하는 행위를 통해서 안전을 확보할 수 있다. 안전확보를 위하여 자치경찰은 자신의 조직을 재정비하고 변화를 모색해야 할 것이다.
