In this article, we examine the debate between feminism and multiculturalism once again, paying close attention to the encounter between the discourse against Yemeni refugees, the practice of anti-multiculturalism, and gender politics in the summer of 2018. At that time, the gendered and racialized representation of Yemeni refugee applicants, which appeared mainly in the digital community, placed refugee human rights and women’s human rights in a binary opposition and mobilized gendered and racialized discourse of ‘women’s safety’ discourse as a moral and political basis for opposing Yemeni refugee men. This binary opposition between refugee human rights and women’s human rights showed the need to revisit the debate between feminism and multiculturalism once again. In this article, through a contemporary review of the debate between feminism and multiculturalism, we examine the gap between gendered and racialized representation of Yemeni refugee applicants and refugee human rights and women’s human rights that emerged in the discourse against Yemeni refugees in 2018 and the practice of anti-multiculturalism. It explores theoretical and practical resources that can critically dismantle and reconstruct the dichotomy of conflict.

이 글에서는 지난 2018년 여름 예멘 난민 반대 담론에서 나타난 반다문화주의 실천 과 젠더 정치학의 만남에 주목하면서 페미니즘과 다문화주의 간의 논쟁을 다시 한번 살펴본다. 당시 디지털 커뮤니티 등을 중심으로 등장한 예멘인 난민신청자에 대한 젠 더화, 인종화된 재현은 난민인권과 여성인권을 이분법적 대립 구도로 배치하면서 ‘여성 안전’을 난민반대의 도덕적, 정치적 근거로 동원하였다. 이와 같은 난민인권과 여성인 권의 대립적 구도는 또한 페미니즘과 다문화주의 사이의 오래된 논쟁을 다시 한번 복 기할 필요성을 보여주었다. 국제여성인권운동의 맥락에서 등장한 다문화주의와 페미 니즘 사이의 논쟁과 갈등은 오늘날 테러리즘과 안보의 젠더 정치학, 그리고 신인종주 의와 국경통제의 젠더 정치학의 모습으로 변주 및 반복되고 있다. 한국사회 또한 다문 화주의 정책 및 담론이 정착해가면서 반다문화주의 실천이 부상하고 있으며 지난 2018 년의 예멘 난민 사례에서 나타나듯 이러한 반다문화주의 실천은 ‘여성안전’과 같은 젠 더 정치학의 의제들과 만나면서 확산되는 모습을 보여주고 있다. 이러한 배경 및 문제 의식과 더불어, 이 글에서는 페미니즘과 다문화주의 사이의 논쟁에 대한 현재적 복기 를 통해 난민인권과 여성인권 사이의 이분법적 대립구도를 비판적으로 해체 및 재구성 할 수 있는 이론적, 실천적 자원을 탐색한다.
