With regarding to changing the OTT oriented media environment, this study aims to explore problems of broadcasting content regulation and to seek desirable policy ways. This study focuses on what the different points between linear and non-linear contents regulations, and what differences exist in a content regulation according to the type of broadcasting service providers. Moreover, this study investigates the problem of the OTT content regulation in the current system, and intends to suggest policy ways to resolve them. This study raises the need for autonomous pre-deliberation and conversion to a horizontal regulatory system for OTT contents in order to resolve the asymmetric content regulation for media contents. With regarding the content regulations policy, this study suggests to reorganize contents regulation system through the revision of Broadcasting Act and related laws. Moreover, this study considers two forms of revision; the first is a plan to add a new service to the existing broadcasting concept for the concept of non-linear broadcasting content. The second plan is an expanded broadcasting concept that encompasses non-linear broadcasting as a new type of broadcasting. This study is meaningful in that it presents a practical plan for the implementation of an effective OTT self-rating system.

이 연구는 방송영상콘텐츠에 대한 생산과 유통, 소비가 OTT 중심으로 재편되고 있 는 미디어 환경 변화 속에서 내용규제 체계의 문제점을 탐색하고 바람직한 정책 방안을 모색하기 위해 진행하였다. 미디어 사업자의 유형에 따라 실시간-비실시간 방송콘텐츠 에 대한 내용규제에 어떤 차이가 있는지, 그리고 현행 제도가 갖고 있는 내용규제의 한 계점을 밝히고 이를 해소하기 위한 정책방안을 제시하였다. 이 연구는 방송콘텐츠에 대 한 비대칭적 내용규제를 해소하기 위해 OTT 콘텐츠에 대한 자율적 사전심의 및 수평 적 규제체계로의 전환 필요성을 제기한다. 비실시간 방송콘텐츠에 대한 개념적 재정립 을 위해 기존 방송의 개념에 신규 서비스를 추가하는 방안이나, 비실시간 방송을 신유 형 방송으로 포섭하는 확장된 형태의 방송 개념을 도입하는 방안 등 두 가지 형태를 우 선적으로 고려할 것을 제언하고 있다. 실효적인 OTT 자율등급제 시행을 위한 실무적 방안을 제시하고 있다는 점에서 의미가 있다.
