This paper aims to develop evaluation indicators of Leadership part in the PDCA(Plan-Do-Check-Act) requirements of ISO 22301(2019) which is an international standard for Business Continuity Management System(BCMS). The research method is that panel of 20 experts in the area of BCMS reviewed for the validity of the detailed evaluation indicators of Leadership part through the modified Delphi technique and relative importance are surveyed by the panel group based on the AHP(Analysis Hierarchy Process). As the results, the 15 evaluation indicators that could be applied for BCMS evaluation for the organizations are selected and for the quantified evaluation model, score indicators out of 1,000 are applied to convert them into points for individual evaluation indicators. In the conclusion, in order to develop a quantitative evaluation indicators of the BCMS, it is concluded that evaluation should be selected and given relative importance so that they can be used for effective evaluation.

본 연구는 BCMS의 정량적 평가체계 도입을 위해 BCMS 분야의 국제표준인 ISO 22301(2019)의 PDCA(Plan-Do-Check-Act) 요구항목 중 리더십 part의 평가지표를 개발하는 것을 목적으로 한다. 연구방 법은 BCMS 분야의 전문가로 구성된 20명의 패널을 대상으로 수정 델파이 기법을 통해 ISO 22301의 리더십 part의 세부요건들의 평가지표로서의 타당성을 검토하고, AHP 기법을 적용하여 평가지표의 상 대적 중요도를 조사하였다. 이로써 조직의 BCMS 역량평가에 활용할 수 있도록 리더십 part에서 상대적 중요도가 포함된 15개의 평가지표를 선정하였으며, 정량화된 평가모형을 위해 1,000점 만점의 점수지표 를 적용하여 개별 평가지표의 배점으로 변환하였다. 연구결과 BCMS 분야의 실효적인 평가모형 개발을 위해서는 실제 평가에 활용할 수 있도록 평가지표를 선별하고, 해당 지표에 대한 상대적 중요도를 부여 해야 한다는 결론을 도출하였다.
