The 911 terrorist attacks that occurred in the United States in 2001 had a drastic effect on changes in international standards and domestic laws in the field of aviation security. In particular, the procedures to prevent unauthorized access to the cockpit, the requirements and physical specifications of the door were strengthened, the locking device was strengthened, and the operation guidelines were supplemented. On the other hand, Germany's Germanwings Flight 9525 accident in 2015 was a case in which the regulations to strengthen the locks inside the cockpit, which were established and implemented according to the lessons of the 911 terrorism, became poison, and it was a case that deeply reminded the importance of security-related standards and laws. In order to prevent similar cases in the future, it is important to analyze the purpose, purpose, and effectiveness of the current cockpit security-related laws, and to improve and practically apply domestic laws through this analysis. Therefore, we would like to analyze the provisions specified in the ICAO Annex, which is the basis of domestic laws, to understand them accurately, and identify problems in terms of the effectiveness of the established domestic laws based on this, and suggest a progressive improvement plan.
