International airports have unique operating structures, depending on the country. The international airport is a mix of government and private sectors, and has an operating structure that reflects various characteristics of the country’s politics, economy, society and history. In Korea, the role of the government in international airports has played an enormous role compared to other countries due to the security characteristics of the division and military confrontation between the two Koreas after the Korean war. The outskirts of 15 domestic airports, where private aircrafts float and drop, are still mostly armed with one-zone defense. In other words, it is establishing protection measures for airports based on the public power. However, since the opening of the Incheon International Airport, special security personnel under the Security Business Act have been in charge of the internal security of the airport for almost 20 years. With this special security reality, the study focuses on the way to improve the system in accordance with the regularization of non-regular workers in the public sector along with pointing out the problems of the law and system of the civil security system of aviation terrorism mainly countered by a special security guard.
