This paper makes suggestions on the force development of the “maritime-based Maneuvering 3K”. Various effective maritime-based alternatives have been proposed for the efficient construction of the three-axis system by making the most of the advantages of maritime-based power in the overall context of the current Yoon S uk Yeoln g overnment’s “Korean t hree-ax i s s ystem.” Based on t he r eflected p ower o f the maritime-based three-axis system to date, the additional power to be supplemented is as follows. Additional reflection of AGS-Ⅲ, combat UUVs, tactical surface-to-surface guided missiles, ship-to-surface guided missiles, and self-destructive UAVs is needed to reinforce hitting capabilities with Kill-Chian reinforcement. KAMD needs KDX-Ⅲ Batch-Ⅰ performance improvement to convert to a maritime platform for KAMD, and additional ballistic missiles-Ⅱ (L-SAM-based) and AGS-Ⅳ for missile tracking are needed. KMPR currently has no maritime-based power, and special infiltration ships should be added to support the stealth penetration of special forces as reinforcement power that can retaliate without detecting.

본 논문은 “해양기반 기동형 3축체계”의 능력(전력) 발전방향에 대하여 제언을 하고 있다. 현재 현 정부의 “한국형 3축체 계”의 전체적인 맥락 속에서 해양기반 전력의 장점을 최대한 활용하여 3축체계의 효율적 구축을 위해 다양한 효과적 해양기 반 대안을 제시한 것이다. 현재까지의 해양기반 3축체계의 반영 전력을 기준으로 추가적으로 보완해야 하는 전력은 아래와 같다. Kill-chian 보강전력으로 정보수집을 위해 해양정보함-Ⅲ, 전투용 UUV, 타격능력 보강을 위해 전술함대지유도탄(소요 수정), 함대지탄도유도탄, 함탑재장거리자폭용UAV 등의 추가 반영이 필요하다. KAMD는 KAMD용 해양 플랫폼으로 전환을 위해 KDX-Ⅲ Batch-Ⅰ 성능개량이 필요하며, 신형 국산함정용 탄도탄요격미사일 운용을 위해 함대공유도탄-Ⅱ (L-SAM 기 반), 미사일 추적을 위한 해양정보함-Ⅳ 등이 추가로 필요하다. KMPR은 현재 해양기반 전력은 전무한 상황이며 보강전력으 로 특수전전력의 은밀침투를 지원할 수 있는 특수침투정, 특수전지원함이 추가되어야 하며, 고위력 SLBM을 통해 발사원점이 발각되지 않는 응징적 보복이 가능한 재래무기의 확보가 필요하다.
