Innovation cluster is an important policy tool for strengthening national competitiveness and fostering industry. The government is promoting various policies to foster innovative clusters. However, most policies are related to cluster formation, and research related to the corporate ecosystem is lacking. In this study, IPA analysis was conducted using satisfaction and importance to derive support policy priorities for companies residing in Pangyo Techno Valley, a representative innovation cluster in Korea. As a result of the analysis, internal and external cooperation activities of the innovation cluster were suggested as the most important improvements. In general, it was found that the priority for improvement of items related to cooperation and activity conditions of resident companies was high, and the support policy for infrastructure and activity conditions had a low priority due to the high satisfaction in general. This study reflects characteristics such as the location of Pangyo Techno Valley, so it is necessary to study the tenant companies by innovation cluster. The results of this study provide meaningful implications for nurturing innovative clusters and discovering policies to support resident companies in the future.

혁신클러스터는 지역 경쟁력 강화와 산업육성을 위한 중요한 정책 수단으로 정부에서는 혁신클러스터 육성을 위해 다양한 정책을 추진하고 있지만 대부분 클러스터 조성과 집적 등 도시계획 관점에서 이루어지고 조성 완료 후 기업 생태계 조성에 관한 연구는 부족한 실정이다. 본 연구는 국내 대표 혁신클러스터인 판교테크노밸리 입주기업을 대상으로 지원정책 우선순위 도출을 위해 만족도와 중요도를 활용하여 IPA 분석을 했다. 분석 결과 가장 중점적인 개선 사항으로 혁신클러스터 내·외부 협력 활동이 제시되었다. 대체로 입주기업들의 협력과 활동 여건에 관련된 항목들의 개선 우선순위는 높고, 인프라와 활동 여건에 대한 지원정책은 대체로 만족도가 높아 우선순위가 낮은 것으로 나타났다. 이번 연구는 판교테크노밸리의 입지 등 특성이 반영된 결과로 혁신클러스터마다 환경이 다르므로 각 특성에 맞는 연구가 필요할 것이다. 본 연구 결과는 향후 혁신클러스터 육성과 입주기업 지원정책 발굴을 위한 의미 있는 시사점을 제공하고 있다.
