This paper explores the role and effectiveness of public policy in fostering innovation cluster. What public policies are put into the formation and development of innovation cluster, and their effects are analyzed from the perspective of innovation cluster. To this end, the textile industry cluster case in northern Gyeonggi-do was targeted. First, we examined what policy inputs were made at the regional level to foster the textile industry cluster in northern Gyeonggi-do as a specialized industry in earnest, and conducted a specialization analysis using location quotient analysis to measure its effectiveness. We have identified that industrial cluster can be developed into innovation cluster through public policy. To this end, it was confirmed that it should be promoted in a comprehensive and systematic way of mixing policies, and that the direction should be pursued from the perspective of important elements of innovation clusters(agglomeration, institution, built-environment.

본 논문은 혁신클러스터 육성에서 공공정책의 역할과 효과에 대해서 살펴본다. 혁신클러스터의 형성과 발전 단계에서 어떤 공공정책이 투입이 되고, 그 효과를 혁신클러스터의 관점에서 분석하였다. 이를 위해 경기도 북부지역의 섬유산업 클러스터 사례를 대상으로 하였다. 먼저 경기북부 섬유산업 클러스터를 지역의 특화산업으로 본격적으로 육성하기 위해 지역차원에서 어떤 정책적 투입이 있었는지를 살펴보고, 그 효과를 측정하기 위해 입지계수 분석을 활용하여 특화도 분석을 실시하였다. 산업집적지를 공공정책을 통해 혁신클러스터로 발전시킬 수 있다는 점을 확인하였다. 이를 위해서는 단순한 기업지원 수준이 아닌 종합적이고 체계적인 정책 혼합(policy mix) 방법으로 추진 해야 하며, 이의 방향은 혁신클러스터의 중요 요소(집적, 제도, 환경구축 등) 관점에서 추진되어야 한다는 점을 확인할 수 있었다.
