Analysis of The Efficiency of Government-Sponsored Regional R&D Investment

R&D is recognized as a major factor driving national competitiveness, and investment in R&D is steadily increasing in many different countries. In Korea, both the private sector and the government are expanding R&D investment. As this result, the total R&D expenditure increased from 16.1 trillion won in 2001 to 85.7 trillion won in 2018, an increase of 8.8% from the previous year, and the governmental R&D investment is contributing to a significant extent to Korea's scientific and technological capabilities. However, problems such as lack of efficiency of R&D investment, lack of strategic investment, and lack of R&D performance are also being raised. This study aims to analyze and compare the investment efficiency of governmental R&D conducted by local governments by region. For this analysis, the number of SCI papers, the number of patent registrations, the number of patent applications, the amount of technology fees, and the number of commercialization results by the National Science and Technology Knowledge Information Service (NTIS) are used as indicators, and Data Envelopment Analysis (DEA) Efficiency analysis was performed using the method. As a result of this study, assuming variable return to scale, 7 regions such as Gyeonggi, Ulsan, Gangwon, and Daegu showed high efficiency scores, and low efficiency scores were derived for Seoul and Daejeon. The results of this study are expected to contribute to researching regional R&D policy directions or planning innovation policies in the region.
