The 'Fourth Industrial Revolution', which is currently spreading, means an era in which technology convergence accelerates and new markets are created through convergence. Therefore, there is a growing interest in SMEs and start-ups, which have a comparative advantage in terms of speed and flexibility compared to large corporations. The purpose of this study is to investigate the functional aspects of innovation system in SMEs and to suggest implications and suggestions for SME innovation policy in the era of the fourth industrial revolution. As a result of surveys conducted by 400 small and medium-sized enterprises in Gyeonggi-province, which have a high share in the national economy, SMEs' perception of the fourth industrial revolution was surveyed at the normal level (3.13), but the level of response was low (2.05) appear. It is analyzed that companies with technology certifications such as InnoBiz are more flexible and positively responding to the 4th Industrial Revolution than those who do not. On the other hand, the demand for SMEs' support policy was the highest with 4.09 points for investment in technology development and tax support. Next, it was necessary to cultivate creative talents, prepare strategies for government policies focused on SMEs, , Financial support for the transformation of new industries, and research on fusion research projects.

최근 확산 중인‘4차 산업혁명’은 융합으로 기술혁신이 가속화되고, 새로운 시장을 창출 하는 시대를 의미한다. 때문에 대기업에 비해 변화의 속도과 유연성 측면에서 비교우위 를 갖는 중소기업과 스타트업에 대한 관심이 커지고 있다. 본 연구에서는 중소기업을 대 상으로 혁신체제론의 기능적 관점에서 실태조사를 실시하여 4차 산업혁명 시대에 중소 기업 혁신정책에 대한 시사점과 정책제언 도출을 목표로 한다. 국가 경제에서 비중이 높 은 경기도 중소기업 400개를 대상으로 실시한 실태조사 결과, 중소기업의 4차 산업혁명 에 대한 인식도는 보통 수준(3.13점)으로 조사되었으나, 대응 수준은 낮게(2.05점) 평가하 고 있는 것으로 나타났다. 이노비즈 등 기술인증이 있는 기업들이 그렇지 못한 기업들에 비해 4차 산업혁명에 대해 보다 유연하고 긍정적으로 대응하고 있는 것으로 분석되었다. 한편, 중소기업에 대한 지원정책 수요는 기술개발 투자 및 세제금융 지원이 4.09점으로 가장 높게 평가되었고, 다음으로 창의적 인재양성, 중소기업 중심의 정부 정책 대응 전략 마련, 정부 차원의 대응 전략 마련, 시장여건 조성, 신산업 구조전환 금융지원, 융합형 연 구과제 발굴 등의 순으로 조사되었다.
