This paper studies on the efficiency and effectiveness of the system of tax reduction and exemption for technology-based companies located in Korea R&D Special Zones (INNOPOLIS). It analyzes the effect of tax reduction and exemption on corporate performance such as R&D activities, production activities, business performance and job creation. This study is analyzed by Difference In Difference(DID) analysis on the panel data (2005-2016) of 254 companies (136 participants and 118 non-participants on the system of the tax reduction and exemption in the special zone). The findings show that tax cuts for Innopolis High Technology Companies is positively related to R&D investment, R&D density, labor productivity, employment size, material investment, and ultimately contribute to an increase of net profit. The results empirically show the continuous necessity and validity of the system by proving that the tax exemption system of the special zones enlarges the R&D capacity of the enterprise, enhances the productivity, job and investment, and eventually contributes to the management performance. It also suggests the necessity of expanding the scope of beneficiaries through easing the selection criteria for high-tech companies and improving the support policy and system for high-tech companies.

본 연구는 연구개발특구의 활성화를 위해 시행하고 있는 입주 기업에 대한 조세감면제 도의 효과성 및 효율성에 관한 연구이다. 즉, 조세감면의 수혜기업을 대상으로 기업의 연 구개발투자, 생산활동, 영업성과 및 일자리 창출 등 기업의 성과에 어떠한 영향을 미치는 지에 대해 분석한다. 분석을 위해 조세감면제도의 수혜업체인 136개 첨단기술기업을 대 상집단으로 하고, 특구 내 118개 일반기업을 비교집단으로 하여 12년간(2005년-2016년) 의 패널데이터를 이용하여 이중차분(Difference In Difference) 분석을 실시하였다. 분석 결과는 첨단기술기업에 대한 조세감면이 통계적으로 유의하게 연구개발투자 및 집적도, 노동생산성, 고용규모, 물적투자를 증가시키고 궁극적으로는 당기순이익을 증가시키는 것으로 분석되었다. 본 연구는 특구의 조세감면제도가 기업의 연구개발역량, 생산성, 일자리와 투자를 확 충시키고 종국에는 경영성과에 기여한 것으로 실증적으로 입증함으로써 제도의 지속적 시행의 필요성과 타당성을 제공하고 있다. 또한, 첨단기술기업 등에 대한 선정기준의 완 화를 통한 수혜범위를 확대의 필요성과 첨단기술기업 대상의 지원사업의 시행 등의 제도 및 정책적 개선사항을 제시하고 있다.
