This paper explains the role of university in innovation cluster. In particular, we explain how universities affect the development of local industries. For this purpose, this paper tracks university-to-firm patent citations for explain the role of university as knowledge sources in innovation cluster. Also we explain the role of agencies between universities and regional industry. The results of this study confirmed that the role of knowledge providers, such as universities, is important to the development of an innovative cluster. Also we identified the importance of changing the agency's role in the cluster growth cycle.

본 논문은 혁신클러스터에서 대학의 역할에 대해서 살펴본다. 특히 지식공급자로서의 대학 이 산업발전에 어떻게 영향을 미치는지를 보고, 대학과 산업간 상호작용이 클러스터 발전에 어 떠한 영향을 미치는지를 살펴본다. 이를 위해 원주의 의료기기클러스터와 연세대학교 원주캠 퍼스의 사례를 중점적으로 다룬다. 먼저 원주의 의료기기클러스터와 의료기기산업 발전에 연세대학교 원주캠퍼스가 어떠한 역 할을 하였는지를 살펴본다. 지식공급자로서 대학의 역할을 살펴보기 위해 특허의 인용/피인용 정보를 사용하였다. 또한 원주지역 의료기기 기업과 대학이 어떠한 관계를 갖고 있는지와 이러 한 관계를 촉진시키기 위해 중간조직(agency) 및 산업정책은 어떠한 기능을 하는지 살펴본다. 본 연구의 결론은 혁신클러스터의 발전에는 대학, 연구소 등 지식공급자의 지속적인 역할이 중요함을 확인하였다. 또한 지속적으로 클러스터를 성장시키기 위해서는 클러스터의 성장단 계에 따른 적절한 정책적 지원과 이를 위한 중간조직의 역할이 중요하다는 점을 강조한다.
