In this study, we derived the analysis framework of the public research system in the field of materials technology by modifying the concept of national innovation system. Based on this framework, we compare Germany, Japan, and Korea, which are strong manufacturing nations. The strength of this analysis is to analyze and compare dynamic innovation activities such as learning activities, research and development, interaction, creation and diffusion of new technology, and networks that take place between innovation actors(industry- academia-research Institue) . As a result of the analysis, from the point of view of national comparison, our national public research system in the field of materials technology can be characterized as a hybrid type close to not only Japan in the form of public institutions but also German in the form of research activities. Therefore, we conclude that it is necessary to urgently re-arrange our national public research system in materiasl technology field in view of the balance of demand and supply of public research system. 본 연구에서는 국가혁신시스템을 변형시켜 소재기술분야 공공연구시스템의 분석틀 을 도출하고 이를 기반으로 제조업 강국인 독일과 일본 그리고 우리나라를 비교 분석하 였다. 동 분석의 강점은 소재기술을 둘러싼 혁신주체(산학연)와 산업 간에서 일어나는 학 습활동, 연구개발, 상호작용, 신기술의 생성과 확산, 네트워크 등 동태적인 기술혁신 활 동을 공공연구 차원에서 분석하고 비교할 수 있다는 점이다. 분석 결과, 우리의 소재분야 국가공공연구시스템은 국가별 비교 관점에서 볼 때, 공공기관의 형태는 일본형이나 연 구형태는 독일형과 가까운 복합형으로 성격을 규명할 수 있다. 따라서 소재기술 분야에 대한 공공연구시스템의 수요와 공급의 균형이라는 관점에서 우리의 소재분야 국가공공 연구시스템에 대한 정비를 시급히 추진할 필요가 있다는 점을 결론으로 제시한다.
