There are various science and technology parks in Korea. A few examples are Daedeok Innopolis, Pangyo Technovalley and Digital Media City, which all carry out the functions from R&D to technology commercialization. In addition, there are Guro Digital Complex which is originally established as production complex but has been developed into venture company complex and Bio-polis which is established by Ministry of Health and Welfare for the promotion of bio cluster. The Technoparks in the regions do not have their own territories but act as the focal agency in the university, industry and research institute clusters. Regardless of the names and legal status, all those innovation clusters certainly play important roles in the regional economic development. The capital-metropolitan region of Korea accounts for around 50% of Korea in every aspects such as economic power, culture and politics. It is criticized that the development of Korea is so much unbalanced and focused to the capital-metropolitan region. However there is also different opinion that the capital-metropolitan area should be promoted further to strengthen Korea's innovation capabilities. In this background, the innovation clusters in the region are analyzed and success factors are evaluated. It is found out that the factors based on urban conditions are playing important role in the development of the innovation cluster. It is suggested that not only R&D capacity but the urban factors such as culture, transportation and entertainment should be considered for the development of innovation cluster.

한국에는 다양한 과학기술혁신 단지가 있다. 역사적으로 오래된 대덕연구개발특구, 지자체가 주도하여 설 립한 판교테크노밸리, 상암 DMC 등 다양한 단지가 연구개발부터 기술사업화까지 다양한 기능을 수행하고 있다. 한편 생산중심의 산업단지였지만 변신에 성공하여 IT 중소벤처기업들이 혁신을 주도하고 있는 구로디 지탈단지, 보건복지부가 주도하고 있는 오송바이오폴리스 등도 있다. 또한 특정 구역을 가지고 있진 않지만 특정 지역을 대상으로 하는 테크노파크 중심의 산학연 클러스터도 있다. 이런 과학기술혁신 단지는 지원주체, 소재지에 상관없이 해당 지역의 기술혁신에 있어서 중요한 역할을 한다. 한국은 수도권이 인구, 경제, 정치 등 모든 면에서 그 비중이 50% 내외로 불균형 발전이라는 비판을 받지 만, 수도권이 국가 발전에 있어 중요한 역할을 한다. 이런 점에서 수도권에 존재하는 혁신클러스터들의 현황 을 분석하고 정책적 시사점을 찾는다면 국가 발전에 많은 도움이 될 것이다. 본논문은 수도권에 있는 혁신클 러스터들이 수도권이 갖는 지리적, 경제적, 문화적 특성에 기반하여 발전하고 있으며 지자체의 역할이 중요함 을 파악하였다. 이는 한국의 혁신클러스터 정책에 있어서, 연구개발 역량뿐만 아니라 도시가 주는 문화, 교통 등 삶의 질에 관한 요인도 충분히 고려하여야 함을 시사한다.
