According to economic and social development in developing countries, the interest and demands for S&T(Science and Technology) have been intensified. Especially, the demand for cooperation with Korea is increasing with an intention to learn from Korea's experience of economic, science and technology development. Reflecting the demand, there needs to develope and operate international cooperation based on S&T with developing countries. Research equipment and equipment operation technology is the key of S&T cooperation with developing countries. That's because although this is the most important factor of constructing national S&T, it tends to be relatively weak in developing countries. In the case of Korea, however, the research equipment transfer to developing countries has been mainly proceeding not synthetically in government level but on small scale in each institutions level. Based on such background and necessity, this study attempts to focus on research equipment and equipment operation technology support to developing countries in a way of S&T cooperation and explores vitalization plan for S&T cooperation through comparative case studies between Mongolia and Vietnam. According to the observation made in this study there are 3 implications. At first, overseas transfer is a useful way of international cooperation with developing countries to meet their S&T demands. Second, government- funded research institutes have accomplished research equipment overseas transfer relatively successfully. Third, there exists a demand for formulating strategies and procedure of official S&T supporting with considering demands and conditions of developing countries.

최근 주요 개도국들의 경우 경제 및 사회발전 과정에서 과학기술이 차지하는 중요성과 그 역할에 대한 인 식이 빠르게 높아지고 있다. 특히 한국의 성공적인 경제 및 과학기술 발전에 주목하여 이로부터 발전 경험과 노하우를 학습하고자 하는 관심 표명 및 공유 요청이 꾸준하게 증가하고 있는 중이다. 따라서 한국의 입장에 서는 과학기술에 기반을 둔 새로운 관점에서 대개도국 국제협력을 적극 확대하는 것이 바람직하다. 연구장비는 이같은 개도국 대상 과학기술 국제협력 추진과정에서 중추적 역할을 담당하는 핵심요소이다. 이는 개도국의 지속 가능한 성장을 위해서는 과학기술혁신역량의 강화가 가장 중요하고, 다시 이를 실현하기 위해서는 과학기술 기반의 구축이 우선적으로 이루어져야 하는데, 연구장비야말로 개도국 과학기술 기반의 구축을 위해 가장 중요하면서 동시에 가장 부족한 요소로 지적되고 있기 때문이다. 그러나 아직까지 국내에 서 개도국에 대한 연구장비 이전은 개별 기관 위주로 소규모, 간헐적으로 추진되고 있을 뿐 국가정책 차원에 서 체계화되거나 활성화되지는 못하고 있는 실정이다. 이러한 배경 및 시각을 바탕으로 본 논문은 몽골과 베트남, 양국에 대한 국내 출연(연)의 연구장비 이전 사례를 각각 검토하고 비교함으로써 미래를 위한 정책 시사점 도출을 시도했다. 비교분석 결과, 첫째, 개도국 입장에서 연구장비 이전은 자체 수요를 충족시키는 유용한 국제협력 방안이며, 둘째, 국내 출연(연)들의 경우 비체계적이지만 대개도국 연구장비 이전을 비교적 성공적으로 수행하고 있고, 셋째, 개도국별 다양한 수요와 환경을 감안한 맞춤형 이전 추진을 위해 전략과 시스템의 정비가 필요함을 발견했다.
