The innovation cluster – regardless of its name – is a key and important initiative in the national science and technology policy. It works as the critical player in one’s regional – even national – innovation system. That is why many countries are trying to establish successful innovation cluster. However, the government policies often fail because they ignore the development and success factors of innovation cluster. In this paper the development pattern and success factors of innovation clusters are identified. And the development of Gwanggyo Techovalley are analyzed accordingly. Finally, the implications for innovation policy will be mentioned for the development of successful innovation clusters.

기술혁신을 위해서는 집적 및 네트워크 효과를 실현할 수 있는 혁신클러스터가 유용하다고 알려져 있다. 광교테크노밸리와 판교테크노밸리는 경기도가 주도적으로 육성하고 있는 혁신클러스터의 대표적인 사례이 다. 2008년 현재 광교테크노밸리는 인프라 구축을 완료하고 혁신클러스터로써의 모습을 갖추게 되었지만 기술혁신 네트워크 형성 및 시너지 도출, 홍보⋅마케팅 등 운영 측면에서는 어려움이 있는 것으로 나타났 다. 향후 보다 발전된 혁신클러스터로 성장하기 위해서는 광교테크노밸리에 대한 올바른 정책적 지원과 전 략적 운영방안 수립이 필요한 시점이다. 이런 배경 하에 국내외 혁신클러스터 성공사례를 분석하고 광교테 크노밸리의 현황과 비교해 본 결과, 중장기적인 마스터플랜 및 관리전담기구의 부재 등의 문제점이 시급히 해결해야 할 과제로 파악되었다. 본 논문에서는 이러한 분석결과를 바탕으로 지방정부 차원에서 육성하는 혁신클러스터의 효율적인 운영전략과 발전방안은 무엇인지 고찰해본다.
