The Trends of Intellectual Property Policies in USA, EU and Japan : Focused on the Regional Innovation Programs

Intellectual property(IP) is greatly emphasized as the size of Korean economy and its role in a global market become significant. Especially since 1980's USA, EU members, and Japan have become hostile regarding IP issues by the active protection of the IPR through legislation and consequent policies. These countries further the IPR-related policy both at a state level and at a local level. The university-oriented network in USA, the collaborative R&D programs in EU, and the role of local government in Japan as presented in this paper can be the material and the recipe for Korea's regional innovation policy development and implementation as a follower in IPR-related policy.

우리나라의 경제규모가 증대하고 세계경제에서 차지하는 위상이 높아지면서 지적재산권의 중요성이 더 욱 강조되고 있다. 1980년대 이후 선진주요국들은 지적재산권에 관한한 경쟁자의 입장을 강화하고 있다. 국가차원에서 자국의 지적재산권을 보호하는 공격적인 정책을 잇달아 시행하는 한편 지적재산의 창출에도 적극적인 자세를 견지하고 있다. 특히, 선진주요국들은 지적재산의 확보 전략으로 지방정부를 활용하는 지 역혁신정책을 적극적으로 시행하고 있다. 미국, EU, 일본 등은 자국의 정책환경에 맞는 중앙정부와 지방정 부차원의 시책을 적절하게 조합하여 실시하고 있으며, 미국의 대학 중심 네트워크, 유럽의 공동연구개발네 트워크, 일본 지방정부의 공공네트워크 등이 매우 중요한 역할을 하고 있다. 지적재산권 관련 정책수행 경 험이 일천한 우리나라로서는 향후 지역혁신 정책개발 및 수행에 본 논문에 제시된 선진국들의 구체적인 사 례가 시사하는 바가 크다.
