This e-Science enables research and development at any time and at any where by concentrating scientists and research equipments decentralized geographically in ICT based virtual space. Because of this, together with efficiency and effectiveness of the processes of research and development in the field of science and industry, it affects national competitiveness through the utilization of establishment of highly upgraded ICT infrastructure. According to its expectation, countries of the world have carried out the development policy of e-Science and UK and which had created the concept of e-Science is more aggressive. UK e-Science Programme started from 2001 has the first pilot projects per research association and the second, dual track approach type as classified as a sub subject of the Core Programme and now it has entered into the third phase as of 2008. Among these, this study has analyzed changes of strategic position of the Core Programme which means the establishment of joint foundation of UK e-Science. Characteristic changes are relative completion of the establishment of the joint foundation in the first and the second phase while in the third phase, it changes the position into the stage of application of science and industrial domain. Moreover, expansion of global cooperative networks for securing a global initiative seems prominent. Reviewing this kind of a trend, development policy of Korea requires expansion of the establishment of joint foundation of e-Science and global communication for application.

e-Science는 지리적으로 분산되어 있는 과학자 및 연구 장비를 ICT기반의 가상공간에 집적하여 언제 어 디에서나 연구개발이 가능하도록 환경을 조성해준다. 과학 및 산업 영역에서 연구개발 과정의 효율 및 효 과, 그리고 고도화된 ICT인프라의 구축ㆍ활용으로 국가경쟁력의 향상을 기대한다. 그 기대에 따라 세계 각 국은 e-Science개발정책을 추진해왔으며, e-Science개념을 창조하였던 영국은 적극적이다. 2001년부터 실 시된 영국의 e-Science Programme은 첫째, 연구회별 파일럿 프로젝트와 둘째, Core Programme의 하부주 제로 구분된 듀얼트랙 형으로 2008년 현재 3단계에 접어들었다. 이 중에서 본 연구는 영국 e-Science공통기반의 조성을 의미하는 Core Programme의 전략적 위치변화를 분석하였다. 특징적 변화는 1단계와 2단계의 공통기반 구축을 완성하였던 한편, 3단계에서 과학 및 산업 도메인의 응용 단계로 위치를 변화시키고 있다. 더구나 진정한 글로벌 이니셔티브를 확보하기 위해 글로벌 협업 네트워크의 확장이 두드러진다. 우리나라는 e-Science 공통기반의 구축에 관심을 기울이고, 그 응용을 위한 글로벌 소통이 기대된다고 하겠다.
