Although a lot of stakeholders argue that networks within clusters are fully developed and have been successfully operated, few can present clear evidences on the actual level of networking within a certain cluster and the characteristics and the actual performance of the networks. Though some recent studies have attempted to evaluate the different characteristics of networking in different innovation clusters, most of these studies still rely on the quantitative national statistics, so none of them is capable of presenting indicators that help understand qualitative characteristics of networks among innovation stakeholders. Under these circumstances, this study, for the first time in Korea, attempts to develop evaluation indicators with which qualitative aspects (network environment, type, characteristics, and performance) of innovation cluster networks are measured, apply these indicators to Daedeok- and Gumi-IT cluster, major innovation clusters in Korea, and confirm the validity of these indicators. Finally, the policy implications and limitations of the study are discussed.

2003년 참여정부 출범이후 혁신클러스터의 네트워크 활성화 정책이 다양하게 추진되어 왔다. 반면 혁신 클러스터 내 네트워크의 수준과 양태를 평가할 수 있는 지표제시 연구는 미흡했다. 특히, 클러스터 내 혁 신주체들의 정성적 네트워크 양태를 파악할 수 있는 지표제시 연구는 전무한 실정이었다. 이에 본 연구에 서는 국내에서 선도적으로 혁신클러스터의 정성적 네트워크 양태를 평가할 수 있는 평가지표를 개발하고, 이를 국내 주요 IT 클러스터인 대덕과 구미에 직접 적용해 보았다. 또한 네트워크 양태 평가결과를 기반으 로 두 지역의 네트워크 활성화 방안을 탐색적으로 모색해 보았다.
