This article is focused on the contents of musical documents(樂記) among Confucius and Confucianists' musical ideas. And it is willing to express contrary treatment effect of the musical treatment and ruling mechanism Michel Foucault's argument for supervision and punishment which are behind the music. Especially, it criticizes Confucianists' musical idea that tries to diffuse music which is figured out and estimated for the means of maintaining government power. The spirit which is behind the music aims to construct ruling point of view followed by musical regulation. Thus, the musical governing method which is in the Confucianists' musical documents can be condensed as follows.Confucius' musical point of view which was expressed in the musical documents was focused on the political purpose and aimed to use the music as a means of reaching to the man of honor and the sage by completing civility through the music. Especially, he tried to make the mechanism of the enlightenment of the idea together with the education and aimed to realize the enlightenment of the nature and people's emotion that couldn't control by force through the music. Thus, Confucius tried to realize various Confucianism including the nature, the cosmological principle, and the Five Elements through the music. Consequently, the musical documents played an important role not only as a musical books but also excellent political strategy books

공자(孔子)와 유가(儒家)의 음악사상 중 악기(樂記)의 내용을 중심으로 하며, 음악치료의 역 치료적(통제)기능과 푸코의 담론들을 통하여 음악이면에 숨어있는 통치적 기제들을 드러내고자 한다. 특히, 국가와 권력유지의 수단으로 재단되고 계산되어진 음악만을 확산시키고자 했던 유가(儒家)음악사상을 비판하며, 악기에 나타난 음악통제에 따른 통치적 시각을 구성 하는데 목적을 두고 있다. 따라서 악기(樂記)에서 드러내고 있는 공자의 악(樂)관은 정치적 목적에 주목하고 있으며, 음악(音樂)을 통한 예(禮)의 완성을 군자(君子)와 성인(聖人)에 다가갈 수 있는 도구로 활용하고자 하였다. 특히, 음악의 역할을 교육과 함께 사상 교화작용의 기제로 삼고자 하였으며, 강제적인 억압이나 수단으로는 통제되기 어려운 심성의 교화와 국민정서를 악(樂)을 통해 구현하고자 했다. 따라서 자연과 우주의 원리, 음(陰)과 양(陽)을 포함한 오행사상 등 다양한 유학사상을 악(樂)에 담아 백성들의 교정과 더불어 국가통치에 있어 매우 중요한 역할을 악(樂)이 담당하게 했던 것이다. 결국 악기(樂記)는 뛰어난 음악서의 역할과 함께 국가통치를 위한 훌륭한 정치 전략서의 작용을 해내고 있다.
