National Competency Standards(denoted as NCS) is a mechanism that systematizes the competencies of industries and levels. The vocational training courses were designed to reflect the NCS principles. Based on the NCS-based training standards, training courses were systematically designed, examined, operationalized, and evaluated, which resulted in a highly standard way. Despite the importance of NCS-based training standards, it has been used in a compulsory way and to ease testing and evaluation. The purpose of the study is to examine the problems and possibilities of NCS-based training standards by doing in-depth interviews with professional trainers of training institutions. As a result, we identified and suggest the flexible use of NCS-based training standards by allowing the autonomy and accountability of training institutions. In addition, it is necessary to review the problems of the use of NCS-based training standards and revise them by reflecting the needs of training institutions.

국가직무능력표준(NCS, National Competency Standards)는 산업현장의 직무수행을 위해 필요한 역 량을 산업별, 수준별로 체계화된 것으로서, 직업훈련과정은 이러한 NCS를 기반으로 훈련과정을 개발하 여 운영하고 있다. NCS기반 훈련기준을 개발하여 훈련과정의 편성, 심사, 운영, 평가 등에 활용하고 있 으며, NCS를 훈련에 적용하기 위한 중요한 기제로 활용하고 있다. NCS기반 훈련기준의 중요성에도 불 구하고, 기존의 기존이 기술과 산업현장의 빠른 변화를 반영하지 못하고, 능력단위 활용을 강제화하고 있 으며, 훈련심사과정의 편이성과 훈련비 단가를 최대한 수령하기 위한 방식으로 활용되고 있다는 비판이 제기되고 있다. 본 연구에서는 NCS기반 훈련기준을 적용하여 훈련과정을 운영하고 있는 대표적인 직업 훈련기관들의 담당자들을 심층면담하여, NCS기반 훈련기준의 문제점, 훈련과정 편성의 문제점, 심사평가 의 문제점 등 NCS기반 훈련기준 활용과 관련된 다양한 문제점들을 탐색하고 정책적인 개선방안을 모색 하였다. NCS기반 훈련기준의 필요성이나 중요성에도 불구하고, 활용 기준상의 경직성과 훈련사업별 반 영비율의 강제성 등을 개선하고, NCS기반 훈련기준을 통해 훈련과정을 편성할 때는 훈련기관의 자율성 과 책무성을 높이는 방향으로 향후 제도 개선방향을 모색할 필요가 있다.
