There are many lava caves on Jeju Island that were created by volcanic eruptions. Roads and residential facilities have been built above these lava caves, and the number of such structures is expected to increase with the development of Jeju Island. Various studies are being conducted to assess the safety of facilities, such as roads, built above lava caves, but currently there is no administrative system to support the safety management of the lava caves and their surrounding facilities. This study proposes revising and creating Jeju Island ordinances that are necessary for the safe construction and maintenance of major facilities on the island, where many lava caves are located. By revising the current ordinance on the preservation and management of natural caves and enacting an ordinance on the safety management of the upper ground of natural caves, it is expected that the possibility of ground subsidence in Jeju Island can be reduced.

화산 폭발로 형성된 제주도에는 용암동굴이 많이 분포하고 있다. 제주도 전역에서 관찰되는 용암동굴 상부에는 도로 및 주거시설 등이 위치하는 경우가 있다. 제주도의 개발에 의하여 용암동굴 위의 도로 및 주거시설의 수는 증가할 것이다. 용암동굴 위에 분포하는 도로 등 시설의 안전성을 평가하기 위한 여러 가지 연구는 진행되고 있으나 용암동굴과 그 주변 시설의 안전관리를 지원하기 위한 행정적인 제도는 없는 실정이다. 본 연구에서는 용암동굴이 많이 분포하고 있는 제주도에서 안전한 건설공사 및 주요 시설물의 유지관리를 위해 필요한 제도마련을 위해 제주도 조례에 대한 개정 및 신규 제정을 제안 하였다. 현재 운영 중인 천연동굴 보존 및 관리 등에 관한 조례의 일부 내용에 대한 개정과 천연동굴 상부지반 안전관리에 관한 조례를 제정함으로써 제주도에서 발생할 수 있는 지반함몰 가능성을 줄일 수 있을 것으로 기대한다.
