The purpose of this study is to analyze priorities of the recent Korean distributional policies to contribute establishment of the efficient midꠓand long term distributional policies. For this purpose, the important factors on the distributional policies were selected through the literature review, and conducted questionnaire to the experts on distributional industry using these factors. The factors selected for the first level AHP analysis were Promotion and Support of Distributional Industry, Establishment and Maintenance of Distributional Infra, Development and Proliferation of High frontier Distributional Technology, and Creation of Distributional Industry Environment. And factors selected for the second level AHP analysis were 15 factors. The results are as follows: The first level weighted value and relative importance degree showed that Promotion and Support of Distributional Industry was the highest on priority, Establishment and Maintenance of Distributional Infra was the second, Development and Proliferation of High frontier Distributional Technology was the third, and Creation of Distributional Industry Environment was the fourth. And most of lower level factors meet high position of 50 percent are Promotion and Support of Distribution Industry and Establishment and Maintenance of Distributional Infra. Through the results of this study, to establish the long time sustainable distribution policy for the growth and improvement of efficacy of domestic distribution industry, it needs to present intensive counter-move strategies on the each areas shown the higher priorities.

본 연구는 4차산업혁명 시대에 부합하는 혁신정책을 도출하여 국내 물류산업의 효율성 제고를 위한 중장기적인 물류정책 수립에 기여하는데 목적이 있다. 이를 위하여 중장기적 이고 지속가능한 물류정책 수립의 중요 요인들에 대한 분석이 선행되어져야 한다는 판단 하에 선행연구 검토를 토대로 중요 요인들을 추출하고, 그 요인들에 대하여 주요 이해관 계자 및 전문가들에게 우선순위를 식별하게 하는 탐색적 연구를 진행하였다. 즉, 4차산업 혁명시대 한국 물류산업 혁신정책의 상위단위 요인과 하위단위 요인을 각각 1단계 영역, 2단계 세부요인으로 분류작업을 실시하여 1단계 4개 영역(물류산업 육성·지원, 물류인프 라 구축·정비, 첨단물류기술 개발·확산, 물류산업 환경조성), 2단계 15개 세부요인을 최종 적으로 선정하여 각각의 중요도 값을 도출하였으며, 이를 토대로 복합가중치 값을 도출, 전체 요인에 대한 우선순위를 파악하였다. 이에 대한 연구결과를 제시하면 다음과 같다. 먼저, 1단계 4개 영역에 대한 우선순위를 도출한 결과, 물류산업 육성·지원 영역에 대한 중요도가 가장 높게 나타났으며, 그 다음 순으로 물류인프라 구축·정비 영역, 첨단물류기술 개발·확산 영역, 물류산업 환경조성 영 역 순으로 나타났다. 이는 물류산업 육성·지원 영역이 가장 우선적으로 고려되어야 함을 시사한다. 다음으로 1단계 가중치 결과 값과 2단계 결과 값을 통합한 전체 복합 가중치 및 상대적 우선순위를 분석하였는데, 상위 50% 순위에 해당하는 세부요인들 대부분은 물 류산업 육성·지원 영역 및 물류인프라 구축·정비 영역에서 다수를 차지하였다. 이상의 연 구결과를 통해 국내 물류산업의 성장은 물론 효율성 제고를 위한 물류정책 수립을 위해 서는 각 영역별 정책적 우선순위가 높게 나타난 변수들에 대해 집중적으로 대응전략을 제시할 필요가 있을 것으로 판단된다.
