This study proposes a direction for global governance activities to resolve the conflict between Russia and Ukraine and restore peace after the war. As a result, this paper analyzes the significance and results of the global governance activities conducted by Rev. Sun Myung Moon and his wife, Dr. Hak Ja Han Moon, during the Russian transformation period. In the midst of the transformation period, Rev. Sun Myung Moon and his wife Hak Ja Han Moon stressed the importance of the United States loving Russia as a brother. They also stressed the importance of horizontal relations between the two nations for peace to be achieved. Furthermore, they invigorated human exchanges centered on women and youth and educated them about democratic values. Such a global governance-based approach reveals the necessity of bolstering support and of expanding human exchanges centered on civil society, religions, and women in order to resolve the Russia-Ukraine War. In addition, if Russia accepts democratic values and strives to be a true neighbor of democratic nations, the new Cold War system can be overcome, and lasting peace can be achieved.

본 연구는 체제전환기 러시아에서 이루어진 문선명‧한학자 총재의 글로벌 거버넌스 활동의 의미와 성과 를 정리해봄으로써 러‧우 종전과 종전 이후 평화정착을 위한 글로벌 거버넌스 활동의 방향을 제안해보고자 하였다. 문선명･한학자 총재는 체제전환기에 미국이 러시아를 형제의 마음으로 사랑해야 하며 수평적 입장 에서 관계를 맺어야 평화가 이루어진다고 강조하고 러시아의 여성과 청년을 중심으로 인적 교류를 활성화 하고 민주주의적 가치관을 교육하고자 노력하였다. 이러한 글로벌 거버넌스적인 접근은 러･우 종전을 위해 러시아의 시민사회와 종교, 여성을 중심으로 인적 교류를 확대하면서 지원을 강화해야 한다는 시사점을 준 다. 나아가 지속적으로 러시아가 민주주의적 가치를 받아들이고 민주주의 국가의 진정한 이웃이 될 수 있도 록 노력한다면 신냉전체제를 넘어 평화구축을 실현할 수 있음을 알 수 있었다.
