What is dynamics of society control in the Kim Jong-un’s regime? In order to clarify this, based on theoretical discussions on society control, I looked into ideological control, political and legal control, and economic and social control. The research findings are as follows. First, the ideological control is a control that combines the form of repressive coercion with inclusive respect by combining ‘people first’ with ‘Kimilsungism-Kimjongilism’. Second, political and legislative control is based on oppressive coercion but partly added inclusive engagement as it pursues the strategy of dualizing the reign of terror while guaranteeing dissident acts with a strong disciplinary system. Third, economic and social control is based on oppressive coercion but partly added inclusive compensation by focusing on securing public sentiment through acquiescence and acceptance in the market and active cultural policies in the social sector. It seems that the Kim Jong-un leadership will try to improve the efficiency of control by more actively using the co-optation mechanism with the suppression mechanism in managing social crises in the future.

김정은 시기의 사회통제 동학은 무엇인가. 김정은 시기의 사회통제는 어떠한 모습을 보이고 있는가. 이를 규명하기 위해 사회통제와 관련된 이론적 논의들을 바탕으로 김정은 시기 사상･이념적 통제, 정치･법제적 통제, 경제･사회적 통제에 대해 살펴보았다. 연구결과는 다음과 같다. 첫째, 김정은 시기의 사상･이념적 통 제는 전통적인 수령제론을 근간으로 백두혈통 승계의 정당성 부여를 위한 유일 영도 강화 기조의 ‘김일성·김 정일주의’에 위장된 위민 구호로 ‘인민대중제일주의’를 병립시키고 있어 ‘억압적 강제’에 ‘포섭적 존중’ 형식 을 배합시킨 사회통제이다. 둘째, 정치･법제적 통제는 반사회주의·비사회주의를 포함한 반체제행위들을 강 한 규율 제도로 담보하면서도 ‘엄간관민(嚴幹寬民)’식 공포정치 이원화 전략을 추구하고 있어 ‘억압적 강제’ 를 기본으로 하되 부분적으로 ‘포섭적 포용’을 일부 가미시킨 사회통제이다. 셋째, 경제･사회적 통제는 계획 경제 강화로의 선언적 통제를 하면서도 시장에 대한 묵인과 허용, 사회 부문에서는 약탈적 노력 동원 이면으 로 복지·문화시설 건립 등 적극적 문화시책을 통해 민심 확보에 주력하고 있어 ‘억압적 강제’를 기본으로 하 되 ‘포섭적 보상’을 일부 배합시킨 사회통제이다. 김정은 시기 들어 이러한 포섭적 기제의 적극적 활용은 체 제 안정에 일정한 기여를 하고 있는바 김정은 지도부는 향후에도 사회위기 관리에 있어 억압 기제에 포섭 기 제를 보다 적극적으로 혼용하며 사회통제의 효율성을 제고하려 들 것으로 보인다.
