This study focuses on citizen-centered smart city policies by paying attention to the importance of citizens as targets of smart city policies, and thereby seeks ways to implement sustainable smart city operations. Therefore, certain analysis subjects were selected, namely: ① the national pilot city project in the new development stage, ② the smart challenge project in the city operation stage, the innovative growth engine R&D project, the theme-type specialized complex project, and ③ the smart city-type urban regeneration project in the aging and decline stage. Moreover, focus was on smart city citizens residing in Seongdong-gu, Seoul Yangcheon-gu, Incheon Songdo, and Sejong 1-3 living areas. Policy implications for smart city status and improvement measures were suggested by identifying the current status, experience, satisfaction, and constraints and activation factors for smart cities recognized by citizens.

본 연구는 스마트 시티 정책의 대상으로서 시민의 중요성에 주목하여 시민 중심적인 스마트 시티 정책에 초점을 맞추고 지속가능한 스마트 시티 운영을 구현하는 방안을 모색하고자 한다. 이에, ① 신규개발 단계인 국가시범도시 사업, ② 도시운영 단계인 스마트 챌린지 사업, 혁신성장동력 R&D 사 업, 테마형 특화단지 사업, ③ 노후쇠퇴 단계인 스마트 시티형 도시재생 사업 등으로 스마트 시티를 구현하는 서울 성동구, 서울 양천구, 인천 송도, 세종 1-3 생활권에 거주하는 시민들을 분석 대상으로 선정하여 설문 조사를 시행하였다. 시민들이 인식하는 스마트 시티에 대한 현황, 경험, 만족도, 제약･ 활성화 요인을 파악하여 스마트 시티 현황 및 개선 방안 등에 대한 정책적 함의를 제시하였다.
