While the demand for water has increased since industrialization and urbanization, it is difficult to supply sufficient water. In particular, climate change is making it difficult to manage water resources sustainably. The water situation in Korea is not so good either. The amount of precipitation is not small, but the variation in precipitation between seasons, years, and regions is large, making it difficult to manage water. As a result, conflicts frequently occurred over the use and management of water. This study aims to obtain implications for conflict management by analyzing the water conflict between Yongdam Dam and Okjeong Lake, which can be said to be a representative case of water conflict in Jeollabuk-do. The Yongdam Dam Water Conflict arose when the Chungcheong region protested, saying that the amount of water discharged to the downstream area was reduced due to the construction of the dam, and the possibility of contamination was high. The case of Okjeongho Water Conflict occurred due to opposition from Imsil-gun when the water source protection area was designated, and when Imsil-gun promoted tourism development when the area of the water source protection area was reduced, Jeongeup-si, concerned about water pollution, protested. Through these cases, this study draw implications such as active coordination by the upper level government in case of water conflict, clarification of water rights, cost-benefit matching, and production and accumulation of scientific data.

산업화와 도시화 이후 물에 대한 수요가 증가했으나 공급은 부족한 실정이다. 특히 기후변화로 인 해 물 자원의 지속가능한 관리가 힘들어져 가고 있다. 우리나라도 물 사정이 그리 좋지는 않다. 강수 량은 적지 않으나 계절별․연도별․지역별로 강수량의 편차가 커서 물 관리에 어려움이 있다. 이로 인 해 물의 이용과 관리를 둘러싸고 갈등이 빈번하게 발생하였다. 본 연구에서는 광역자치단체 간 물 갈 등 사례인 용담댐사례와 기초자단체 간 물 갈등 사례인 옥정호의 사례를 분석하여 물 갈등관리에 대 한 시사점을 도출하고자 한다. 용담댐 물 갈등은 댐 건설로 하류지역으로 방류되는 물의 양이 줄어들어 오염가능성을 높다고 충청 권이 반발하면서 발생하였다. 옥정호 물 갈등 사례는 상수원 보호구역 지정과 물이용부담금 부과를 둘 러싸고 갈등이 발생했으며, 상수원보호구역이 축소되어 임실군이 관광개발을 추진하자 수질오염을 우 려한 정읍시가 반발하였다. 이들 사례를 통해 본 연구에서는 물 갈등 발생시 상위 정부의 적극적인 개입․조정, 수리권의 명확 화, 비용-편익의 일치, 과학적 자료의 생산과 축적 등의 시사점을 도출하였다.
