This study diagnosed the current status of immigration administrations in Korea and analyzed the current status of French immigration policy and the immigration administrative system. As of 2021, there are about 7 million immigrants in France, accounting for 10.3% of the total population, and the proportion is continuously increasing. First, France's current immigration policy is gradually changing into a selective immigration policy due to factors such as far-right parties, economic crisis, and failure of social integration. In other words, it aims to minimize social conflicts caused by immigration by selecting immigrants who can assimilate into French society. Second, it was found that the social integration and adaptation of immigrants are affected by the background of language, culture, and religion. Third, since 2006, France has been managing immigration policies in an integrated way through the establishment of a new ministry in charge of immigration administration or designation of a ministry in charge of immigration administration. Currently, the Ministry of the Interior is responsible for immigration administration in France. Fourth, the implementation of immigration administration is carried out through OFII and OFPRA. OFII’s ‘Republic Integration Contract’, support system for immigrants returning to their country of origin, and administrative procedures specialized for each type, such as asylum, treatment, and specialized labor, need to be referred to in Korea as well.

본 연구는 한국의 이민행정 조직의 현황을 진단하고 프랑스의 이민정책의 현황과 이민행정 추진체 계를 분석하였다. 이를 통해 한국에서 이민행정 전담 부처 설립시의 시사점을 도출하고자 하였다. 2021년 현재 프랑스의 이민자는 약 700만 명으로 전체 인구의 10.3%에 달하며, 지속적으로 그 비중이 높아지고 있다. 첫째, 현재 프랑스의 이민정책은 극우정당, 경제위기, 사회통합 실패 등의 요인으로 인해 점차 선택적 이민 정책으로 변화하고 있다. 즉, 프랑스 사회에 동화될 수 있는 이민자들을 선별 하여, 이민으로 인한 사회 갈등을 최소화하고자 한다. 이는 이민정책이 환경적 영향에 민감한 것을 의미한다. 둘째, 이민자들의 사회통합과 적응에는 언어, 문화, 종교 등의 배경이 작용하고 있는 것으로 나타났다. 셋째, 프랑스는 2006년 이후 이민행정 전담부처를 신설하거나, 이민행정 전담 부처 지정을 통해 이민정책을 통합적으로 관리하고 있는데, 이민행정 추진체계의 변화는 정치적 요인과 이민행정 의 효율성 요인이 작용하는 것으로 분석되었다. 현재 프랑스의 이민행정 전담부처는 내무부이다. 넷 째, 이민행정의 실행은 ‘이민 및 통합 사무소(OFII)’와 ‘난민 및 무국적자 보호사무소(OFPRA)’를 통해 이루어지고 있다. OFII의 ‘공화국 통합계약’, 본국으로 복귀하는 이민자들을 위한 지원 제도, 망명·치 료·전문 노동 등 유형별로 특화된 행정절차 등에 대해서는 한국에서도 벤치마킹의 의의가 있다.
