The Korea Problem Gambling Agency is an organization that aims to establish a safety net in preparation for problems caused by gambling and ultimately improve the quality of life of the people. The Korea Center for Gambling Problem Management has established 14 regional centers across the country to establish a safety net within the community. These regional centers are operated in the form of entrusting the headquarters center to the regional center, so they are inevitably sensitive to the evaluation conducted by the headquarters center. However, as evaluation indicators are frequently changed recently and many indicators with overlapping evaluation contents raised questions about the effectiveness of evaluation indicators and complainted about evaluation. In this regard, in this study, first of all, a comparative analysis of regional center evaluation indicators for the last five years and FGI targeting field experts were conducted, and based on the results, a Delphi-type survey was conducted targeting academic experts and field experts for evaluation. The indicators are reclassified into planning, execution, and performance, and the evaluation system and evaluation indicators are diagnosed. Then, based on the evaluation indicators reconstructed through a Delphi-type survey, a pilot evaluation is conducted targeting 14 regional centers. Did Through the analysis of the results of these pilot evaluations, limitations are derived, and suggestions for improvement are drawn as conclusions.

한국도박문제관리센터는 도박으로 인하여 발생하는 문제들에 대비하여 안 전망을 구축하고, 최종적으로 국민 삶의 질을 향상시키는 것을 목적으로 하 는 기관이다. 한국도박문제관리센터는 전국에 14개의 지역센터를 설립하여 지역사회 내의 안전망을 구축하고자 하고 있다. 이러한 지역센터들은 본부센 터가 지역센터에 위탁을 맡기는 형태로 운영되기 때문에 본부센터에서 실시 하는 평가에 민감할 수밖에 없다. 그러나 최근 평가지표가 빈번하게 변경되 고, 평가의 내용이 중복되는 지표가 다수 발생하면서 평가지표의 실효성에 대한 의문이 제기와 평가에 대한 불만이 누적되고 있다. 이에 본 연구에서는 우선 최근 5년간 지역센터 평가지표에 대한 비교분석 과 현장 전문가들을 대상으로 하는 FGI를 실시하고, 그 결과를 바탕으로 학 계 전문가와 현장 전문가를 대상으로 델파이 형 설문조사를 실시하여 평가지 표를 기획·집행·성과로 재분류하고, 평가체계와 평가지표를 진단하고 있다, 다음으로 델파이 형 설문조사를 통해 재구성된 평가지표를 바탕으로 14개 지역센터를 대상으로 하여 시범평가를 실시하였다. 이러한 시범평가 결과에 대한 분석을 통해 한계점을 도출하고, 이를 개선하기 위한 제언을 결론으로 도출하고 있다.
