An Analysis on Regulation Status of Solar PV Facilities in Jeollabuk-do and Suggestions for Improvement of Solar Power Policy : Focusing on Policy Flow and Regulation Comparison

This study aims to examine how the environmental and regional characteristics of each local government are reflected in the regulation of solar power generation facilities. Local governments manage the introduction of photovoltaic power generation facilities by city planning local ordinance. Relevant regulations are sometimes evaluated as an abuse of authority of the local government. We compare and categorize development activities permit systems for solar power generation facilities of 16 local governments in Jeollabuk-do. Jangsu-gun was selected as a specific case area through regulatory comparison and analysis. It is found that there are some strict but environmentally worthy provisions in terms of landscape protection and disaster prevention. In relation to mountain solar power, which is the most problematic, regulations were further strengthened in areas with a high proportion of forests. Even in regions with similar regional characteristics, development activities for solar power generation are managed through different regulations such as installation and distance regulation. Meanwhile, regulations that lack a scientific basis are also revealed, raising the need to alleviate or remove them.
