The COVID-19 pandemic, participation of extremist volunteers in the Russia-Ukraine war, and the spread of international terrorist groups due to instability in Taliban rule are worsening the terrorist situation. However, research on the national terrorism response system is insufficient. This study examined the concept and aspect of CCTA, the possibility of occurrence in Korea, and studied ways to improve the national terrorism response system. As a result of the analysis, first, CCTA expected scenario analysis and joint manual in connection with important national facilities are required. Second, it was proposed to establish a joint CCTA anti-terrorism training system, establish a crisis management communication system, and establish a drone consultative body to respond to drone complex terrorism. Third, measures were drawn to improve the initial response capability to protect golden time, such as selecting a terrorist headquarters in the event of CCTA, establishing a command system, expanding the integrated power package for civil, government, military, police, and fire fighting.

코로나19 팬데믹에 따른 사회적 고립과 불만세력 증가, 러시아-우크라이나 전쟁 간 외국인테러전투원의 의용군 참전, 불안정한 탈레반 집권에 따른 국제테러단체 확 산 이슈 등은 전 세계적으로 테러정세를 악화시키고 있다. 특히 최근 신종 테러수단인 드론 등을 활용한 도심지 복합테러공격 양상이 증대되고 있다. 그럼에도 불구하고 복합테러 양상에 따른 국가테러대응체계에 대한 심층적인 연구는 미흡한 실정이다. 이러한 측면에서 본 연구는 도심복합테러 개념 및 국내발생 가능성을 살펴보고 국내외 문헌연구를 토대로 국가테러대응체계에 대한 현상분석과 개선방안을 살펴보 았다. 분석결과 첫째 테러예방 단계에서는 도심지 국가중요시설과 연계된 복합테러 대비 주요 시나리오 분석, 관계기관 합동매뉴얼 제정의 구축을 제시하였다. 둘째 테 러대비 단계에서는 관계기관 합동으로 복합테러에 특화된 대테러 합동훈련체계 정 립, 위기관리 커뮤니케이션 체계구축 등 전담조직 설치, 드론 복합테러 대응을 위한 대드론 협의체 구성을 제시하였다. 셋째 테러대응 단계에서는 복합테러시를 상정한 국무총리실을 중심으로 한 테러사건대책본부 선정 및 지휘체계 일원화, 민･관･군･ 경･소방 통합 대테러 전력의 패키지화 및 유럽형 MotorCycle 국가급 대테러부대 확 충 등 골든타임 사수를 위한 초기대응능력 향상방안을 제시하였다.
