Recently, the scale and frequency of disasters have been gradually increasing due to the effects of natural disasters and climate changes. Accordingly, the concept of resilience is emphasized in the international community in order to improve cities’ ability to regenerate and recover from disasters. This study investigates the pre-disaster planning system among disaster management systems in Japan and aims to suggest ways to improve disaster resilience in local communities. To improve the disaster resilience of local communities, it is necessary to establish pre-recovery or pre-disaster plans at the local community level. For this, government-level guidelines on pre-recovery‧pre-disaster plans should be in place first. In addition, the administration’s business continuity should be strengthened by preparing pre-emptive actions and procedures on each area related to pre-recovery and pre-disaster planning. Further, the responding ability of local communities after disasters should be enhanced by inducing voluntary participation of local residents. The outcomes of this study can contribute to the direction of the disaster management policy as the basic data for strengthening disaster resilience at the local communities.

최근 자연재해와 이상기후 등의 영향으로 재난의 규모와 발생빈도가 점차 증가하고 있다. 국제사회에서는 재해로부터 도시의 재생‧회복능력 향상을 위한 재해복원력(resilience) 개념이 강조되고 있다. 이에 본 연구에서는 일본 재난관리체계를 대상으로 사전부흥에 관한 제도를 살펴보고, 지역사회에서의 재해복원력 향상을 위한 방안을 제시한다. 지역사회의 재해복 원력 향상을 위해서는 지역단위에서의 사전복구계획 및 사전부흥계획 등의 수립을 도모해야 한다. 이를 위해서는 사전복구‧ 부흥계획에 관한 정부차원의 가이드라인 등의 마련이 우선되어야 한다. 또한, 복구‧부흥에 관한 분야별 대응항목과 실시순서 등을 마련하여 행정기능의 업무연속성을 강화해야 한다. 아울러, 지역주민 등의 자발적 참여를 유도함으로써 재해발생 이후 의 지역사회 커뮤니티의 대응능력 향상을 도모해야 한다. 이상과 같은 연구성과는 지역단위의 재해복원력 강화를 위한 기초 자료로서 재난관리 정책의 방향성을 모색하는 데 기여할 수 있을 것이다.
