This study examined the impact of the regional balanced New Deal policy promoted by the Korean government on the revitalization of small and medium-sized venture companies through the establishment of an innovative ecosystem, focusing on Daejeon, Sejong, and Chungcheong regions. This study established a series of hypotheses based on the business ecosystem theory. In order to verify the hypothesis, a survey was conducted on companies, government officials, and university professors (researchers) in Chungcheong area related to the New Deal policy, and empirical analysis was conducted using PLS structural equation based on the collected 212 data set. The results show that the regional balanced New Deal policy has a significant impact on building a business innovation ecosystem. In addition, it was found that the establishment of a business innovation ecosystem had a positive effect on the revitalization of small and medium-sized venture firms. Based on these discussions, this study sought to gain a comprehensive understanding and insight into the establishment of a business ecosystem and its consequent achievements by major policies promoted by the government. Finally, in response to the changing business environment, meaningful strategic implications were presented not only to achieve business ecosystem innovation but also to revitalize local startups based on the balanced regional New Deal policy.

본 연구는 지역 경제의 역동성을 강화하기 위해 한국 정부가 추진하고 있는 지역균형 뉴딜정책이 혁신생태계 구축을 통한 중소·벤처기업의 활성화에 미치는 영향을 대전 세종 충청지역을 중심으로 살펴보았다. 본 연구는 비즈니스 생태계 이론을 바탕으로 일련의 가설을 설정하였다. 가설 검증을 위해 뉴딜정책과 관련된 충청지역 소재 기업, 정부 공무원 및 대학 교수(연구원)를 대상으로 설문조사를 진행하고, 수집된 212부의 데이터를 기반으로 PLS 구조방정식을 활용해 실증분석을 수행하였다. 분석 결과, 지역균형 뉴딜정책(자금지원 확대, 혁신거점 조성, 그리고 협 력체계 강화)가 비즈니스 혁신생태계 구축에 유의한 영향을 주는 것을 확인하였다. 또한, 비즈니스 혁신생태계 구축은 중소 벤처기업 활성화에 도 긍정적인 영향을 주는 것으로 나타났다. 이러한 논의를 바탕으로 본 연구는 정부에서 추진하고 있는 주요 정책이 비즈니스 생태계 구축 및 그 로 인한 성과에 대한 종합적 이해와 인사이트를 얻고자 하였다. 끝으로 변화하는 비즈니스 환경에 대응하여, 지역균형 뉴딜 정책을 기반으로 비 즈니스 생태계 혁신의 달성뿐만 아니라 지역 창업을 활성화하기 위한 의미 있는 전략적 시사점을 제시하였다.
