The purpose of this study is to examine the background of the emergence of Zaitokukai, focusing on the social and political background, and based on this, examine the activities of hate speech, a type of xenophobia, the process of legal response, and the impact on the Japanese-Korean society in Japan. As for the research method, the social and political background of the emergence of Zaitokukai was examined through literature research, and countermeasures were examined through specific examples of activities of Zaitokukai. The results of the study are as follows. First, in the social background of the appearance of the Zaitokukai, there is a process in which the hatred of foreigners in Japan is converted into Koreans in Japan. The Zaitokukai emerged in Japanese society claiming that the special permanent residence status of Koreans in Japan, subsidies for Chosun schools, and basic livelihood protection were regarded as privileges in Japan and would not be tolerated. Second, the political background of the emergence of Zaitokukai coincided with the emergence of right-wing groups in Japan in the late 2000’s. Third, the direct impact of the Zaitokukai activities led to the exclusion of the Chosun school free high school system and the attack on the Kyoto Chosun School. In response to these activities, a counter (opposition movement) participated by Japanese civic groups appeared, civic solidarity activities, and the enactment of ordinances by local governments. In conclusion, the activities of the Zaitokukai are aimed at reducing the risk society that can lead to genocide of Koreans in Japan when Japanese society panics, similar to the genocide committed by the 'Great Kanto Earthquake' that occurred on September 1, 1923, about 100 years ago. It is necessary to further strengthen research and interest in hate speech in the future.

이 연구의 목적은 일본에서 재특회의 등장 배경에 대하여 사회적 정치적 배경을 중심으로 살펴보고, 이를 바탕으로 재특회의 제노포비아의 일종인 헤이트스피치 활동과 법적 대응의 과정, 그리고 재일코리안 사회에 미친 영향을 고찰하는 데 있 다. 연구 방법은 문헌 연구를 통해 재특회 등장의 사회적 정치적 배경을 고찰하고 재특회의 구체적인 활동 사례를 통해 대응 방안을 살펴보았다. 연구 결과는 다음 과 같다. 첫째, 재특회 등장의 사회적 배경에는 재일외국인의 혐오가 재일코리안으로 전 환되는 과정이 존재한다. 재특회는 재일코리안의 특별영주자격, 조선학교 보조 금, 기초생활보호 수급 등을 재일 특권으로 간주하고 용납하지 않겠다고 주장하 며 일본 사회에서 부상하였다. 둘째, 재특회 출현의 정치적 배경은 2000년대 후 반 일본에서 등장하기 시작한 극우 우익들의 출현과 맞물려 나타났다. 셋째, 재 특회 활동의 직접적인 영향은 조선학교 고교무상화제도의 배제, 교토조선학교 습격 사건으로 이어졌다. 이러한 재특회 활동에 대항하여 일본의 시민단체들이 참여하는 카운터(반대운동) 등장, 시민연대 활동, 지방자치단체의 조례 제정 등 으로 나타났다. 결론적으로 재특회의 활동은 약 100년 전 1923년에 9월 1일 발생한 ‘관동대지 진’으로 자행된 제노사이드와 마찬가지로 일본 사회가 패닉상태에 빠졌을 때 재일 코리안 대상의 집단학살로 이어질 수 있는 위험사회를 내포하고 있다는 점에서 향 후 헤이트스피치에 관한 연구와 관심을 더욱 강화해야 할 필요가 있다.
