Currently, the affairs related to foreign nationals and overseas Koreans are carried out by the Overseas Koreans Foundation, which is a consignment agency of the Ministry of Foreign Affairs under the Government Organization Act. The financial resources of this project are composed of special accounts under the National Finance Law, and according to the relevant laws, it is necessary to apply for contributions to the Ministry of Foreign Affairs and Trade on a quarterly basis by presenting the use results and execution plans for the project expenses. On the other hand, it is not easy to carry out systematic and practical policies because overseas affairs related to overseas Koreans such as overseas Koreans policy establishment and business execution are distributed to government agencies other than the Ministry of Foreign Affairs. Therefore, it is necessary to establish a dedicated government agency to carry out overseas Koreans policy so that efficient projects related to overseas Koreans and substantial support for overseas Koreans can be achieved. Therefore, it is necessary to establish the 'Overseas Koreans Agency' as a member of the Ministry of Foreign Affairs to systematically and comprehensively establish and implement policies related to overseas Koreans, and to contribute to the promotion of the interests of overseas Koreans and the national interest of the Republic of Korea by coping with problems related to overseas Koreans independently and effectively.

외교부의 위탁기관으로 재외동포재단과 관련 행정조직 그리고 민간단체가 재외 동포들의 권익보호를 위하여 사무를 수행하고 있다. 최근 재외동포 관련 행정 각 부 사무의 중복과 충돌문제, 예산집행과 재외동포재단 등의 위탁 사무처리로 인한 업무수행의 효율성문제 등으로 산재해 있는 재외동포 관련 업무를 통할할 수 있는 전담정부기관 설치에 관한 논의가 활발하게 진행되고 있다. 재외동포와 관련된 사무 수행에 필요한 재원은 ｢국가재정법｣상 특별회계로 구 성되며 관련 법에 따라 사업비에 대한 사용실적과 집행계획을 제시하여 분기별로 소관 행정부인 외교부 등에 출연금을 신청해야 한다. 한편 재외동포 정책수립 및 사업집행 등 재외동포 관련 사무는 외교부 이외의 행정 각부의 정부기관에 분산되 어 수행되고 있으므로 체계적이고 실질적인 정책수행이 쉽지 않다. 이에 재외동포 에 관련된 효율적 사업수행과 재외동포에 대한 실질적 지원이 이루어질 수 있도록 재외동포정책을 수행할 전담 정부기관 설립이 필요하다. 그러므로 외교부 소속으 로 ‘재외동포청’을 설립하여 재외동포 관련 정책을 체계적이고 종합적으로 수립하 여 시행하고, 재외동포 관련 문제에 대하여 독립적이고 효과적으로 대처하여 재외 동포의 이익증진과 대한민국의 국익신장에 이바지할 수 있도록 해야 한다.
