The purpose of this article is to present the theoretical background necessary to understand the UPF civil society movement, and to present a development plan that can create an online UPF base by comprehensively examining the current UPF organization and major projects. In the background of the emergence of civil society movements, we looked at the characteristics that distinguish them from ‘interest groups’ and from ‘political parties’. Civil society movements are activities of non-governmental organizations (NGOs), and they must continue to be active as voluntary and autonomous organizations that are non-partisan, non-partisan, and non-profit. Due to the change of times and the development of information and communication technology, civil society movements are actively taking place online, and as a result of prior research, UPF is stably and continuously practicing civil society movements with the goal of ‘serving the world’. Globally, UPF is different from general civil society movements in that it operates organizations in various forms with the vision of practicing ‘good governance’. In response, a plan for the development of a UPF civil society movement that can form a consensus among the younger and younger age groups, centering on online, was presented. First, with the continuous production and dissemination of SNS content, natural dissemination can be expected only when an account is created on a new platform different from the current SNS account and content is continuously produced. Second, the use of information and communication technology should be reviewed. Among them, metaverse and virtual reality can play a role in spreading UPF’s utopia and direction. Third, we need to think about how to utilize ultra-short-term content that is widely spreading around YouTube. Since UPF activities have already been widely imprinted offline, the ideal of UPF should be further conveyed online to the generation that leads Korea.

이 글은 UPF 시민사회운동을 이해하는데 필요한 이론적 배경을 제시하고 현재 UPF 조직과 주요 사업을 포괄적으로 살펴서 온라인 UPF 기반을 조성할 수 있는 발 전 방안을 제시하는데 목적이 있다. 시민사회운동의 등장 배경에서 이는 ‘이익집단’ 과 구별되며 ‘정당’과도 구별되는 특성을 살펴보았다. 시민사회운동은 비정부단체 (NGO)의 활동으로 비정당적·비당파적이며 비영리를 원칙으로 하는 자발적ㆍ자율적 단체로 지속적으로 활동을 해야 한다. 시대 변화와 정보통신기술의 발달로 시민사 회운동은 온라인에서 활발하게 일어나고 있으며 선행연구를 정리한 결과, UPF는 ‘세계에 대한 봉사’를 목표로 안정적이고 지속적으로 시민사회운동을 실천하고 있 다. 세계적으로 UPF는 ‘굿 거버넌스’ 실천이라는 비전을 두고 조직을 여러 형태로 운영한다는 점에서 일반적인 시민사회운동과 차이가 있다. 이에 온라인을 중심으로 청장년층 이하 연령대에 공감대를 형성할 수 있는 UPF 시민사회운동 발전 방안을 제시했다. 첫째, SNS 콘텐츠의 지속적 생산과 전파로 현재 운영하고 있는 SNS 계 정과 다른 새로운 플랫폼에 계정을 만들어 계속 콘텐츠를 생산해야 자연스러운 전파를 기대할 수 있다. 둘째, 정보통신기술의 활용을 검토해야 한다. 그 가운데 메타 버스와 가상현실은 UPF의 이상향과 지향성을 널리 전파하는데 역할을 할 수 있다. 셋째, 유튜브를 중심으로 널리 퍼지고 있는 초단기간 콘텐츠를 활용하는 방법도 고민해야 한다. 이미 오프라인에서 UPF 활동이 널리 각인된 상태이므로 한국을 이끌 어 가는 세대에게 UPF의 이상을 온라인으로 더 전달해야 한다.
