Due to the reasons like recent climate change, disasters are more frequently occurring and enlarged. Such enlarged disasters increase the scale of casualties and facility damage, and the damages to environment facilities like water treatment plant or wastewater treatment plant are also increasing. In order to draw the emergency actions & coping measures of each disaster scenario, this study put the corrective measures according to disaster & process into DB by researching/analyzing the disaster cases and existing manuals focusing on sewage treatment facilities. After that, this study drew the emergency actions & coping measures composed of three steps such as initial response, emergency response, and settlement/restoration by choosing the main disaster types(five) and disaster scenarios through the DB standardization of corrective measures according to disaster & process. The emergency actions & coping measures for each disaster of sewage treatment facilities developed in this study could contribute to the enhancement of field officers’ ability to respond to disasters through the application of the methodology to other facilities in the future.

최근 기후변화 등의 이유로 재난은 더욱 빈번하게 발생하고 대형화되고 있다. 대형화된 재난으로 인하 여 인명 및 시설피해 규모 또한 증가하고 있으며, 정수처리장, 하·폐수처리장 등과 같은 환경시설에 대한 피해 역시 증가되고 있다. 본 연구에서는 재난시나리오별 비상조치 및 대응 방안을 도출하기 위하 여 하수처리시설을 중심으로 재난발생 사례 및 기존의 매뉴얼 등을 조사·분석하여 재난 및 공정에 따른 조치사항을 DB화하였다. 이후 재난 및 공정에 따른 조치사항 DB의 표준화를 통하여 주요 재난 유형(5 개) 및 재난 시나리오를 선정하여 초기대응-비상대응-수습·복구 3단계의 비상조치 및 대응 방안도출하 였다. 본 연구에서 개발된 하수처리시설의 재해별 비상조치 및 대응 방안은 추후 타 시설에 대한 방법론 적용을 통해 현장 담당자의 재난 대응능력 제고에 기여할 것으로 기대된다.
