30 years after the revival of local autonomy in South Korea, some consider Korean local autonomy has entered its age of “adolescence.” Moreover, the recently revised Local Autonomy Act emphasizes the expansion of local autonomy and increased decentralization. However, critics still point out that local elections are heavily influenced by national politics and previous studies on the reelection of chief elected officials of local governments have focused narrowly on national political factors, such as whether the party of the local government leader and the presidential party are the same and regionalism. In other words, most studies have assumed that local politics are beholden to national politics and have given less attention to local political factors and how they influence local elections. In this article, we analyzed candidate factors (including personal traits and fiscal variables) and party factors affecting the reelection of local government leaders (chief elected officials) in the 2014 and 2018 local elections. We included variables related to local politics, such as the presence of a dominant party in the region and fiscal expenditures that could increase the political influence of the local government leader. Our logistical regression results show differences between successful reelection factors in 2014 and 2018 elections, but party factor variables were the strongest predictors of local leader reelection in both years. In 2014, party affiliation and alignment between the political party of the local government leader and the presidential party predicted reelection success, while in 2018, alignment between the political party of the local government leader and the majority of local council predicted reelection success. Among candidate factors, age (+) predicted reelection success in both years, while education level (+) was only significant in 2018.

지방자치가 부활한 지 30년이 지나 한국 지방자치가 ‘청년기’에 접어들었다는 평가를 받 는다. 또한 최근 통과된 지방자치법 전부 개정안은 지방자치 확대와 지방분권 강화를 강조 한다. 그러나 여전히 지방선거가 중앙정치의 지배적인 영향력 하에 치러지고 있음이 지적 되고 지방자치단체장 재선의 영향요인을 밝히는 많은 연구들도 대통령과 같은 정당여부, 지역주의 등과 같이 중앙정치에 집중하여 논의가 이루어지고 있다. 환언하면 많은 선행연 구들이 지방정치를 중앙정치에 예속된 것으로 간주하여 지역 수준에서 나타날 수 있는 정 치성에 대한 고려가 상대적으로 미흡하였다. 본 논문은 2014년과 2018년 지방선거에서 지방자치단체장의 재선에 미치는 요인을 후보 자요인과 정당요인으로 구분하여 분석하였다. 구체적으로 후보자요인을 개인적 특성과 재 정으로 구분하고 지자체장의 정치적 영향력을 키울 수 있는 재정지출과 해당 지역에서 우 세한 정당이 존재하는지 등 지방정치와 관련된 변수들이 포함된 분석에서도 선행연구에서 나타난 바와 같이 여전히 정당요인이 강한 영향력을 보이는지를 확인하였다. 로짓분석결과, 2014년과 2018년의 재선 요인에는 차이가 있으나 전반적으로 정당요인이 가장 강력한 것으로 나타났다. 2014년에는 무소속 여부(-)와 지자체장과 중앙정부의 당적 일치(+)가 2018년에는 지자체장과 지방의회의 당적일치(+)가 가장 강력한 재선요인으로 확 인되었다. 후보자요인 중 나이는 공통적으로 유의미(+)하게 나타났으나 학력은 2018년에만 유의미한(+) 결과를 보였다.
