On January 13th, 2020, The United States eliminated Qasem Soleimani, who is the general of the Iranian Armed Forces, at the Baghdad International Airport. The United States tried to claim that the attack was just and it is distinguished from mere assassination. However, the UN concluded that the attack can't be justified. Targeted killing is not defined sophisticatedly, but has been understood as the use of military forces outside of the judicial process or battlefield. And legal and ethical problems have continued to be raised. In this paper, I will argue that targeted killing can't be justified based on Nagel's war ethics. For this purpose, this paper will explain Nagel's ethics and corollary restriction on war. After that, this paper will show the three aspects of targeted killing and examine them respectively. Furthermore, the ethical problem that certain areas are frequently used for targeted killing will be examined. Although this paper examines the problem from an ethical point of view, if the argument of this paper is sound, then the upshot will be that the actions which were claimed as targeted killing are not targeted killing at all or can't be ethically justified. However, that doesn't show that attacking individuals who take part in their nation's political role can't be justified at all.

2020년 1월 3일, 미국은 이란군 장성 가셈 솔레이마니(Qasem Soleimani)를 이라크 바그다드 국제공항에서 제거하였다. 미국은 해당 공격을 암살과 구분하여 표적 살해라는 단 어로 표현하며 공격의 정당성을 주장하였다. 그러나 UN은 해당 공격에 정당성이 없다고 결 론 내렸다. 표적 살해는 그 정의가 온전하지는 않으나, 개인에 대해 사법 절차나 전장 밖에 서 군사력을 사용하는 것으로 이해되어왔다. 그리고 그 법적·윤리적 의문점이 계속 제기되어 온 것이었다. 본고는 네이글의 절대주의 전쟁 윤리를 기반으로, 표적 살해가 윤리적으로 용인 불가능하 다는 것을 보이고자 한다. 이를 위해 우선 네이글의 절대주의 전쟁 윤리와 그로부터 도출되는 전쟁에서의 제한을 살펴보고자 한다. 이어 표적 살해로 주장되는 공격 양태를 세 가지로 나누고, 각각을 검토해 볼 것이다. 또한, 표적 살해가 특정한 지역에서 빈번하게 발생하는 것이 야기하는 윤리적인 문제를 검토하고자 한다. 본고가 비록 윤리적인 측면에서만 표적 살해를 검토했지만, 그 검토가 타당하다면 표적 살해라고 주장되는 행위들이 사실은 표적 살해가 아니거나, 윤리적으로 용인 불가능할 것이 다. 하지만 그것이 상대측의 정치적 역할을 수행하는 개인에 대한 공격이 완전히 금지되어야 한다는 주장은 아니다.
