This paper discusses what research is needed for elementary school music education while reviewing the scale theory of Korean folk songs. The results of the study are summarized as follows. First, we compared and examined how the traditional music scale has been treated in the transition of the music curriculum. Through this, a problem consciousness was raised about the keynote of the curriculum and the classification of difficulty by grade. Second, the difference between the scale and scale theory of actual folk songs was compared. The problems that arise through this were pointed out, and alternatives and solutions were suggested. Third, different explanations and ambiguous categories of the traditional music scale of the current elementary school music textbook were pointed out and found parts to be supplemented. Fourth, it was discussed whether it was possible to create a scale theory that could encompass the entire Korean music. The theory of education is difficult to agree on. Therefore, there is a limitation in that much of this paper was developed in a way that pointed out problems and suggested processes and methods for solving them. However, as these discussions continue, it is expected that a faster improvement plan can be derived.

본고는 한국 향토민요의 토리 이론을 재검토하면서 교육을 위해 어떤 연구와 태도가 필요한지를 논의한 글이다. 이를 위해 첫 번째로 음악과 교육과정의 변천에서 토리와 시김새가 어떻게 다루어져 왔는지 비교하 여 살펴봄으로써 교육과정의 기조와 그에 따른 내용 변천의 관련성, 난이도에 대한 고민과 학년별 수준에 대한 고민에 대해 문제 제기하였다. 두 번째로 향토민요의 실상과 토리 이론 사이에 만들어지는 괴리를 살펴보면서 향토민요에 토리 이론을 직접 대입하는 것의 문제를 지적하고 이것에 대한 대안과 해결 방안을 제시하였다. 세 번째로 현 초등학교 음악교과서의 토리와 시김새 항에 대한 서로 다른 설명과 모호한 범주 들을 지적하고 보완해야 할 부분에 대한 문제를 제기하였다. 네 번째, 토리 이론을 민요에만 적용할 것이 아니라 확산하여 한국음악 전체를 해설할 수 있는 도구로서 활용할 수 없을지, 또 기왕에 교육에 뿌리를 내린 만큼 논리성과 합리성, 수월성과 타당성을 확보하여 토대를 굳게 다져야 할 필요성에 대해 논하였다. 교육과 관련하여 이론을 확립하는 일은 쉽게 결론을 내리기 어려운 점이 있어서 상당 부분은 문제 제기 와 해결을 위한 과정과 방법을 제안하는 방식으로 논의를 전개하였다는 한계가 있다. 그러나 이러한 논의가 거듭될수록 더 빠른 개선안이 도출될 수 있을 것이라는 기대를 가져본다.
