In a trend where the capacity of local governments is becoming more important, the public diplomacy direction and capacity building of local governments ultimately contributes to public diplomacy goals at the national level. In this study, we examine how public diplomacy has been promoted in the past, centered on regional governments. We try to categorize public diplomacy by examining the current status centering on the comprehensive public diplomacy implementation plan announced by each local government every year, and examining the characteristics of local public diplomacy. In addition, problems in the public diplomacy promotion process of local governments are identified and strategic tasks for successful local government public diplomacy are presented. In conclusion, the direction of public diplomacy of local governments will be suggested as peace public diplomacy, centering on Seoul's public diplomacy.

지방자치단체(도시)의 역량이 중요해지는 흐름 속에서 지자체의 공공외교 방향 및 역량 강화는 궁극적으 로 국가 차원의 공공외교 목표 달성에 기여할 수 있다. 본 연구에서는 그동안 광역지자체들을 중심으로 공공 외교가 어떻게 추진되어 왔는지를 살펴본다. 각 지자체에서 매년 발표하는 공공외교 종합시행계획을 중심 으로 현황을 파악하고, 지자체 공공외교에서 보이는 특징을 살펴봄으로써 공공외교의 유형화를 시도한다. 또한 그동안 지자체 공공외교 추진과정에서의 문제점을 확인하고, 성공적인 지자체 공공외교 추진을 위한 전략과제를 제시해본다. 결론에서는 서울시의 도시외교를 모델로 지자체 공공외교의 방향을 평화공공외교 로 제안하도록 할 것이다.
