Many immigrants enter new countries to acquire nationality and seek stable residency as citizens. At the same time, most host countries attempt to verify that immigrants have the necessary qualifications and knowledge to become citizens, and will therefore assess their degree of social integration. This is the case in Korea. Considering the growing demand for naturalization, this study sought way to improve the institutional quality of Korea’s nationality acquisition system by exploring the systems used in other countries. Specifically, this entailed a review of cases in the United States and United Kingdom, which are leading countries in immigration policy. In sum, a range of standard procedures exist. First, both countries require immigrants to stay for certain periods of time after obtaining permanent residency. Second, immigrants must pass tests or interviews to obtain citizenship. In addition to language skills, the United States conducts face-to-face interview to assess knowledge on American history and government composition. However, this test appears easy, as it only asks questions from a range of 100 previously disclosed items. The United Kingdom similarly verifies language abilities through an official English assessment and knowledge on national history and common practices through the “Life in the UK” test. In addition, as a convenience, the government offers official textbooks and learning contents. Overall, these findings should serve as a valuable reference for improving the Korean system.

1990년대 이후 전 세계적으로 이주가 급속도로 증가하며 이민자가 수용국의 국적을 취득하여 수용국의 국민으 로서 안정적 체류와 정착을 도모하고자 하는 움직임이 확대되고 있다. 이에 수용국에서는 이민자의 귀화 과정에 서 사회통합과 국민 정체성에 대해 검증하고자 한다. 한국에도 매년 만 명 내외의 외국인이 귀화하고 있으며, 이 과정에서 한국어 능력과 대한민국 국민으로서 자세, 기본 소양 등을 점검한다. 본 연구는 한국의 이민자 귀화 수 요가 점차 증가하고 있다는 점을 고려하여 현 우리의 국적취득 제도가 귀화신청자의 소양과 자질을 평가하고 사 회적응을 돕는데 더욱 적절한 방향으로 제도화될 수 있도록 기초 자료를 탐색하는데 목적을 두었다. 이에 본 연 구는 일찍이 다문화사회로 접어든 미국과 영국의 국적취득 제도를 살펴보았다. 검토 결과 두 국가 모두 영주권 취득 후 일정기간 체류해야 했으며, 귀화시험(면접)을 통과해야 했다. 먼저 미국은 언어능력과 더불어 미국 역사 와 정부구성에 대한 지식을 대면 인터뷰로 점검하였는데 귀화면접에 나올 수 있는 출제 가능 문항 100개를 홈페 이지에 공개하여 난이도가 낮았다. 영국의 경우 공인영어시험을 통해 언어능력을 검증하고 Life in the UK test를 통해 영국의 역사와 상식에 대해 점검하였는데, 정부에서 공식적으로 학습교재를 지정하고 학습 컨텐츠 를 제공하는 등 학습자의 편의를 높이고 있었다. 본 연구는 이러한 내용을 바탕으로 한국의 국적취득 제도의 향 후 방향성 확립을 고민하는데 기여하고자 하였다.
