Background: Nevertheless the law of Filial Piety behavior encouragement and aid was enacted long time ago, still concrete and relevant service delivery system was not built. A detailed service system was needed for effectiveness of the law. Purpose: The purpose of this study was as follows as a review of service delivery system building for Filial Piety behavior encouragement and aid: First, review the publicity of the service which was provided by the country and the local government to validate the service of the Filial Piety behavior encouragement and aid. Second, inspect the essential matters for the design to the delivery system and consider the items based on the law. And the last, contemplate the principles of integration for the building of service delivery system. Methodology/Approach: With this reason, to review the literature of public service delivery system including social welfare to the law. Findings/Conclusions: Results show that first, there is a need for the contents review on the service. Second, since the service have a publicity, so called ‘the information of the Filial Piety behavior encouragement and aid service’should be published as the information of Senior Welfare service in the Ministry of Health and Welfare. Third, as the dimensions for the building of delivery system was not identified in the law, there is a need for considerations of the dimensions from the first step by step. And the last, there is a need for the considerations of the items of design of the delivery system and weakness from the literature view. Further, the inspection of the principles of integration should be considered with new building of the service delivery system. Implications: Implications for this study is to inform the law to the public, to perceive the Filial Piety behavior by the encouragement and aid from the government and the local one, to contribute the inheritance of Korean traditional culture and obedience of ethical norms

배경: 효행 장려 및 지원에 관한 법률이 제정된지 상당 기간이 지났음에도 불구하고, 아직까지 구체적인 관련 서비스 전달체계는 구축되어 있지 않은 상황이다. 법률의 실효성을 높이기 위해 구체적인 관련 서 비스 전달체계의 구축이 요구된다고 할 수 있다. 목적: 본 연구에서는 효의 실천을 장려하고 지원하기 위한 법률 제정이후 그 실효성에 대한 구체적인 논 의를 확인하기 어려운 상황에서, 관련 서비스 전달체계의 구축을 위한 기초연구로서 다음과 같은 내용을 고찰하는 것을 목적으로 한다. 먼저, 효행 장려 및 지원에 관한 법률로 제정된 사업 내지 제공되는 서비 스가 국가, 지방자치단체에 의해 제공되는 것에 대한 타당성을 검토하기 위해 관련 서비스의 공공성을 검토하고자 한다. 다음으로 효행 장려 및 지원 관련 서비스 전달체계의 설계에 필요한 사항들을 점검하 고 해당 법률을 근거로는 어떠한 점들을 고려해야 하는지를 검토하고자 한다. 마지막으로 효행 장려 및 지원 관련 서비스 전달체계의 구축을 위한 원칙을 통합성을 중심으로 고찰하고자 한다. 방법론/접근: 효행 장려 및 지원에 대한 법률에 대해 기존에 사회복지를 포함한 공공서비스 전달체계와 관련된 논의들을 검토하는 접근을 시도하였다. 결과/결론: 첫째, 효행장려 및 지원과 관련된 사업 내지 서비스에 대한 끊임없는 내용 검토가 요구된다. 둘째, 효행장려 및 지원 관련 서비스가 공공성을 지니므로 보건복지부가 매년 발행하는 노인복지사업안 내와 마찬가지로 국가가 나서서 관련 주무부처로 하여금 가칭 ‘효행 장려 및 지원 사업안내’와 같이 관련 종사자와 일반국민들을 대상으로 구체적인 사업의 운영방향이나 내용에 대한 정기적인 검토와 안내 가 요구된다. 셋째, 서비스 전달체계 구축을 위한 설계시 고려해야 하는 차원들은 명확하게 확인된 것은 거의 없다고 할 수 있다. 따라서 이 경우에는 처음부터 시작하는 자세로 하나씩 세심하게 다양한 차원들 에 대한 고려가 필요하다. 마지막으로, 서비스 전달체계의 구축시 설계에 필요한 사항들이나 고려사항들 과 기존에 선행연구들로부터 확인된 다양한 약점들에 대한 고려가 요구된다. 더 나아가 효행장려 및 지 원에 관한 서비스 전달체계의 경우 새롭게 구축해야 할 사항에 해당되므로 관련된 서비스 전달체계 구축 의 원칙들 중 통합성 원칙에 대한 고려가 요구된다. 시사점: 효행 장려 및 지원에 관한 법률이 일반 국민들에게 좀 더 알려지고, 국가, 지방자치단체로부터 그에 대한 장려 및 지원을 받게 됨으로써 효의 실천에 대해 인식하고, 한국 전통문화를 계승하면서 고유 의 윤리적 규범을 준수하는 데에 기여할 수 있을 것으로 기대된다.
