This study focuses on the start-up stage of SMEs and seeks ways to improve their dynamism. Domestic venture capital is led by government-sponsored fund of funds, where private investment rarely takes the lead. Innovative firms cope with securing seed money from the early stage and later. Moreover the exit markets are not working properly. Currently, the exit mainly depends on IPOs since M&As by large corporations are difficult due to regulations, and large private equity funds are rare. In order to promote venture capital markets by non-government investment, it is required to nurture the private equity funds under the Capital Markets Act. On the other hand, start-up companies lack the necessary knowledge for management and growth leaving fund-raising predicaments aside. To mitigate this “information asymmetry,” the government needs to intervene in the startup stage. A public-private platform for multilateral, rather than unilateral, interaction between entrepreneurs and experts is needed, It is necessary to foster a self-sustaining network that can alleviate the information asymmetry problem in the pre-startup and early stages by creating a public-private platform that integrates information and know-how of those who have benefited from government support.

본 연구에서는 중소기업의 창업 및 성장 단계에 초점을 맞춰 역동성 제고를 위한 방안을 모색한다. 현재 국내 벤처캐피탈은 정부 주도의 정책펀드가 선도하고 있으며, 민간투자가 주도적으로 일어나는 시장이 아니다. 창업 전단계부터 성장단계의 혁신기업 입장에서 초창기 자금 확보가 용이하지 않으며 성장 단계에 추가 자금모집이 원활하지 않다. 특히 벤처기업을 매각하여 투자자금을 회수하는 시장도 원활하 게 작동하지 않고 있다. 현재 자금회수는 주로 기업공개에 의존할 수밖에 없는데 대기업의 사업 인수합병이 규제로 인해 어렵고 대규모 사모펀드의 지분인수가 활발하지 않기 때문이다. 이에 민간투자 중심의 벤처생태계를 조성하기 위해서는 자본시장법상 사모펀드 시장 육성이 제도적으로 필요하다. 한편 창업 초기 기업은 재원조달의 어려움뿐만 아니라 관리 및 성장에 필요한 지식이 부족하다. 이러한 정보비대칭성을 해결하기 위해 정부가 창업생태계에 개입할 필요가 있다. 정부의 일방적 행․재정지원의 창구가 아닌 창업희망자와 전문가 가 상호 교류할 수 있는 민관플랫폼이 필요하다. 정부 지원의 수혜 정보와 노하우를 집적한 민관플랫폼을 조성하여 창업 전단계 및 초기단 계의 정보비대칭 문제를 완화할 수 있는 자생적 네트워크를 육성하는 데 힘써야 한다.
