A Study on the Spatial Information-Based Video Surveillance System for the Efficient Operation of CCTV

In the wake of the recent massive crush accident in Itaewon in Korea, interest in securing safety in daily life is increasing. South Korea, which has a high urban concentration, is likely to cause complex disasters and accidents, raising the need for a preventive security system fused with social infrastructure along with reactive risk management that includes human factors. CCTV, a representative image detection system aimed at monitoring space and the environment and collecting post-evidence, has a preventive effect of reducing the structure of opportunities for crime by itself. As of June 2021, more than 80 thousand CCTVs have already been installed in Seoul, but continuous accidents are occurring due to the lack of monitoring personnel for video monitoring. This study examines the current operation method through the utilization of integrated control linked to the CCTV system and case analysis, and proposes a methodology of an image monitoring system that can predict accidents by using spatial information technology for disaster management.

최근 국내에서 발생한 이태원 대규모 압사 사고를 계기로 일상에서 발생하는 안 전 확보에 대한 관심이 높아지고 있다. 도시 집중화가 높은 대한민국은 복합적 재난 및 사고 등의 발생 가능성이 높아 인적 요소가 포함된 대응적 위험 관리와 함께 사회 인프라와 융합된 형태의 예방적 보안 체계의 필요성이 제기되고 있다. 공간과 환경에 대한 모니터링과 사후 증거 수집 등을 목적으로 하는 대표적 영상 감지 시스템인 CCTV는 설치 그 자체로도 범죄 발생의 기회 구조를 줄이는 예방적 효과가 존재하며 2021년 6월 기준으로 서울에는 이미 8만대 이상의 CCTV가 설치되 어 있다. 하지만 영상 모니터링을 위한 감시 인원의 부족 등 인적 요소로 인한 지속 적인 사고가 발생하고 있다. 이 연구에서는 CCTV 시스템과 연계된 통합관제의 활용성과 사례 분석 등을 통해 현행 운영 방법을 살펴보고, 공간정보 기술을 재난관리에 활용하여 사고를 예측할 수 있는 영상감시 시스템의 방법론을 제안한다.
