This study examined the introduction process of the national core infrastructure operated by the Disaster Safety Act and therevision process of laws and regulations. And I looked at what discussions have been conducted in the process. In addition,the process of establishing a national core infrastructure system through the revision of the law in 2019 was examined. Where designated as a national core infrastructure, a protection plan shall be established. And each protection plan should beestablished in accordance with the guidelines for establishing a protection plan by the Ministry of the Interior and safety. Inthe case of cultural properties, it is necessary to establish a protection plan suitable for the characteristics of culturalproperties because the core infrastructure and characteristics of other fields are different. In the future, a plan was devised toensure that the national core infrastructure in the world’s only cultural property field could be operated more firmly.

본 연구는 재난안전법에서 운용되고 있는 국가핵심기반의 도입과정과 법령의 개정과정을 살펴보고 어떠한 논의가 진행되어왔는지 살펴보았다. 또한 2019년 법 개정을 통하여 국가핵심기반의 체계가 확립되는 과정을 살펴보았다. 국가핵심기반으로 지정되는 경우에는 보호계획을 수립하여야 하고, 각각의 보호계획은 행정안전부의 보호계획 수립지침에 따라 수립되어야 한다. 문화재의 경우 타 분야의 핵심기반과 성격이 다르기 때문에 문화재의 특성에 맞는 보호계획이 수립될 필요가있으며, 향후 세계에서 유일한 문화재 분야의 국가핵심기반이 더욱 공고하게 운용될 수 있는 방안을 도출하였다.
