The purpose of this paper is to identify the potentials of Busan economy and possible opportunities, and provide policy suggestions for boosting Busan Financial Center designated by the central government focused on marine and derivatives in 2009. In addition, we analyze recent environmental changes surrounding the financial center globally and domestically since 2009. There may be two trends: One is digitalization in financial markets and the other the carbon-neutrality in 2050-60. The suggested policy agendas are as follows: Firstly, decisive and effective action plans should be prepared to promote digital-financial center based on the experiments of block-chain technology and industrial structure of Busan. Secondly, ESG-oriented financial center is pursued through long-term perspectives based on the weak high-tech industry in Busan. Thirdly, Busan’s advantages such as the cluster of public financial institutions, and Busan port and its facilities should be utilized.

본 연구의 목적은 부산경제의 잠재력과 기회 요인을 파악하고, 2009년 부산 문현지역 이 해양·파생 특화금융중심지 지정 이후 국내외 환경변화의 주요 내용을 분석한 후 부산 금융중심지의 새로운 육성전략을 제시하는 것이다. 부산경제의 잠재력과 기회 요인으로 초광역경제권 구축의 거점지역, 북항재개발과 2030 세계박람회의 유치가능성 그리고 부 산소재 금융공기업 등으로 파악되며, 환경변화의 특징은 금융의 디지털화 및 지구온난화 로 인한 탄소 중립과 ESG의 급격한 확산으로 인식되고 있다. 따라서 제안되는 주요한 전략은 다음과 같다. 첫째, 부산은 이미 블록체인 특구지정으로 얻은 실험적인 결과와 고 부가가치 서비스 산업의 육성을 위하여 디지털-서비스 산업 금융중심지로 육성하기 위한 명시적인 추진전략을 제시하여야 할 것이다. 두 번째는 지구온난화와 탄소 중립 그리고 에너지 대전환 등을 포괄하는 ESG 기반 하이테크 융합 금융중심지로 육성될 수 있도록 중장기적이고 체계적인 전략이 수립되어야 할 것이다. 세 번째는 부산지역의 기회 요인과 비교우위 요소인 부산지역 소재 금융공기업의 적극적인 참여와 부산항을 비롯한 항만부 대시설을 활용할 수 있는 지역특화 금융중심지 육성을 위한 추진전략이 요구되고 있다.
