This study compared gambling in both countries for the purpose of recovering and healing gambling addicts in Korea and Japan. Since Japan's addiction countermeasures are ahead of Korea, Japan's addiction countermeasures were explored using comparative research methods between countries. The comparison targets are the gambling addiction laws of Korea and Japan, the current status of gambling addiction, and countermeasures against gambling addiction. As a result of the study, the similarity in addiction between Korea and Japan is that it is led by the state and linked to affiliated organizations nationwide. The difference is that Korea's support for alcoholism was insufficient to cope with gambling addiction. In Japan, government management and supervision are thoroughly carried out. Based on these results, it was suggested that first, addiction should be included in the category of national supply and demand, second, reducing the gambling industry and establishing a monitoring system for online addiction, and third, counseling for human dignity is needed.

본 연구는 한국과 일본의 도박중독자의 회복과 치유를 위한 목적으로 양국의 도박의 정황을 비교하였다. 일본의 중독대책은 한국보다 앞서 있기에 국가간 비교연구방법을 사용하여 일본의 중독대책을 탐색했다. 비교대상은 한국과 일본의 도박중독 법, 도박중독 현황 그리고 도박중독에 대한 대처이다. 연구결과 한국 과 일본의 중독에 있어서 유사한 점은 국가가 주도하여 전국 산 하기관과 연계한다는 점이었다. 반면에 차이점은 한국은 알코올 중독 위주의 지원으로, 도박중독대처에는 미흡했다. 그리고 일본 은 정부의 관리와 감독이 철저히 이루어지고 있는 점이었다. 이 러한 결과를 바탕으로 첫째, 국가수급의 범주에 중독을 넣을 것, 둘째, 사행산업의 축소와 온라인중독의 감시체계를 구축할 것, 셋째, 인간존엄을 위한 상담이 필요하다는 것은 제언했다.
